  • Master’s or Bachelor’s degree in Law, Social Work, Public Administration or equivalent preferred.

Additional Requirements

  • At least five years’ experience designing strategies and processes to achieve aggressive goals.
  • Minimum of five years’ experience in successfully leading and managing teams of professionals. A proven capability to supervise the work of lawyers, law enforcement officers, social workers, and other justice system professionals is preferred.
  • Experience managing an office/departmental budget or comparable financial management experience.
  • Experience in leading casework on human trafficking is preferred.
  • Demonstrated ability to communicate, coordinate, and build relationships with governments, NGOs, and local and global institutions.

The Need

For over 25 years, IJM has pioneered the work to protect vulnerable people from violence. 9 out of 9 times in the last decade, IJM’s Justice System Strengthening Projects have reduced slavery and violence between 50 and 85% for very large populations of people in poverty. As we grow to expand our impact to protect 500 million people from violence, we are seeking the National Head, Casework and Capacity Building to provide leadership for the development and implementation of a casework and capacity building strategy for law enforcement partners, and build the infrastructure to ensure the success and impact of the program. This position will collaborate with other team members and internal experts to ensure the effective execution of research studies, including the baseline and endline studies, alongside the MERL team. The position will lead and nurture the team in its strategic and programmatic functioning with guidance and support from regional leaders. This role is responsible for assisting the Sr.Vice President Bangladesh Hub (Country Director), Bangladesh to build the appropriate national structure for delivery of the program and to hire the initial Bangladesh team in collaboration with the Regional People Services function. The position will be expected to manage subject matter and capacity building experts, and to drive the design and development of the national program in collaboration with the Sr.Vice President Bangladesh Hub (Country Director) and National Head of Programs.

This is a full-time role and will report to the Sr.Vice President, Bangladesh (Country Director).

The role is based in Dhaka, but will provide support nationally, including travelling to each of IJM’s future program locations (Khulna, Barisal and Mymensingh).

Responsibilities:

Leadership and Management:

  • Prepare program goals and deliver immediate program activities/outcomes according to the Bangladesh Program Roadmap and milestones (including timeline, protection studies, number of people protected, budget, and government/partner-led results)
  • Identify and propose areas for greater organizational effectiveness and develop best practices that will further the mission and strategies.
  • Create and maintain a healthy work environment and community in IJM Bangladesh, in keeping with the standard organizational rhythms and core values.
  • Ensure effective budget management and execution for assigned projects/areas of responsibility, consistent with the designed program and annual budget built to support its execution.
  • Provide oversight and team leadership within the Bangladesh office as required by the Country Director (subject to final structure), including the hiring and successful onboarding of staff.
  • Support the Country Director to ensure the security of all operations and IJM personnel, building security policies for operations, maintaining compliance with IJM’s security policies, and reporting to the Country Director and regional security on any risks or concerns as they develop.
  • Represent IJM programs to the audiences and build effective strategic relationships to advance the program.
  • Collaborate with Regional People Ops and the Country Director to ensure that all personnel have clearly defined job descriptions and performance objectives, that their performance is monitored, and that appropriate performance feedback is regularly provided.

Strategy & Knowledge Development & Implementation:

  • Drive the design of the Bangladesh program with the National Head of Programs and Country Director, collaborating with government and NGO partners to contextualize the foundational model and assist with relevant studies/research as part of the program design exercise.
  • Prepare program goals and deliver immediate program activities/outcomes according to the Bangladesh Program Roadmap and milestones (including timeline, protection studies, number of people protected, budget, and government/partner-led results)
  • Strategize, advocate and position IJM & partners as preferred subject matter experts to the government, delivering world class capacity building to justice system actors.
  • Regularly monitor, manage, and report on the progress of projects for which the position is responsible, particularly casework and capacity building, using organization templates and timelines.

Networking & Partnership:

  • Advise local government, non-governmental organizations and other stakeholders and audiences on IJM’s programs.
  • Liaise regularly with relevant internal experts in the region and at Global, building strong relationships and ensuring that the program incorporates their expertise and contributes to shared learnings globally for IJM.
  • Maintain consistent relationship building with relevant stakeholders to allocate resources towards sustained capacity building and skill development, and ensure that capacity building tools and curricula are included in the key academies and institutes.

Policies and Procedures:

  • Support the development and drafting of policies to enable effective investigation, prosecution and survivor care in trafficking cases.

Training and Development:

  • Coordinate resource development to enhance casework technical skills and collaborate with program staff, SMEs, and Global Programs to develop and maintain comprehensive best practice tools to support the institutionalization of capacity building by the Government of Bangladesh.

Research, Program Management and M&E:

  • Build annual KPIs and workplan in collaboration with the National Head of Programs, and report progress on a quarterly basis on the agreed templates.
  • Ensure regular documentation, data collection and analysis of all activities on an ongoing basis in the Justice Data System.
  • Ready the program for protection goals and deliver immediate program activities/outcomes according to the Bangladesh Program Roadmap and milestones (including timeline, protection studies, number of people protected, budget, and government/partner-led results).
  • Regularly monitor, manage, and report on the progress of projects for which the position is responsible, particularly casework and capacity building, using organization templates and timelines.
