CONTEXT 

 

Founded in 1933, the International Rescue Committee (IRC)’s mission is to help people whose lives and livelihoods have been shattered by conflict and disaster survive, recover, and reclaim their futures. Since 1996, IRC-DRC has been responding to the humanitarian and development needs of Congolese and refugee populations in the DRC, while working to promote their rights and strengthen their health, safety, economic well-being, education, and decision-making power. Currently, IRC works in the areas of health (including sexual and reproductive health), nutrition, water, sanitation, and hygiene (WASH), child and women’s protection, good governance and conflict management, and economic recovery and development.

 

JOB DESCRIPTION

 

The IRC responds to the essential and vital needs of populations affected by conflicts and/or natural disasters, notably through its generally multisectoral emergency programs, including health, protection, development and resilience building. As part of the establishment of the emergency pool, IRC is seeking to recruit a hardworking and autonomous Primary Health Care (PHC), Sexual and Reproductive Health (SRH) and Infection Prevention-Control (IPC) Nurse Supervisor, to support the effective implementation of Emergency projects by supporting the implementation of PHC/SRH/IPC activities in the health areas of the intervention health zones in accordance with national policy and project guidelines.

He/She will supervise the health center teams in organizing services to provide a technical platform for quality care including curative, preventive and promotional care. He/She will have to contribute to improving access to SSP/SSR for populations in difficult situations and to promoting PCI.

The SSP/SSR/PCI Supervisory Nurse will work closely with other members of the project team and the BCZS.

RESPONSABILITES CLES

  • Ensure qualitative monitoring of the care of project beneficiaries (children under 5 years old and pregnant and breastfeeding women) at the level of the CSs in the intervention health areas; 
  • Monthly assess the quality of care for children under 5 and pregnant women (curative, CPN, childbirth, CPoN, vaccination, etc.) and support the development of an action plan specific to each supported health structure;
  • Carry out activity monitoring missions and training supervisions (in collaboration with the respective ECZS) of the supported CSs in order to ensure compliance with health standards;
  • Support PEV agents of the CS in the implementation of advanced strategies (qualitative monitoring, support and reporting);
  • Ensure the implementation and compliance with universal precautions of supported CSs;  
  • Ensure the implementation of minimum emergency measures (DMU) in reproductive health for the supported health facilities
  • Ensure that the referral system between the different levels of support is understood and respected;
  • Ensure that care is effectively free for the direct beneficiaries of the project.
  • Take an active part in the preparation, distribution and monitoring of medical donations;
  • Ensure the proper use of medical equipment and materials provided by the project at the CS level;
  • Support health structures in calculating the average monthly consumption of medicines;
  • Carry out drug management audits and share action points for improving the input management system;
  • Share daily the various problems encountered on the supported structures with the project coordination team;
  • Collaborate with other stakeholders working in the health sector in the intervention area,
  • Collaborate with the health zone management team in carrying out project activities.

 

Monitoring and referencing

  • In support of the team leader, assess the quality of referrals from obstetric, surgical, medical and pediatric emergencies to CSRs and HGRs;
  • Evaluate the quality of care and the factors for repurchasing services, compliance with therapeutic protocols, all relating to cases in the area of ​​therapeutic relentlessness.

 

Improving the PCI of targeted health facilities

  • Supervise and ensure that staff comply with defined infection control protocols
  • Support the Project Manager in assessing WASH and PCI device needs.
  • Constantly emphasize the importance of correctly wearing the appropriate personal protective equipment (PPE).
  • Monitor stocks of all hygiene materials and equipment used by cleaners and spraying personnel to ensure that stock on site and in the warehouse is maintained above pre-order level.
  • Supervise the activities of each staff member on a daily basis and identify areas that need improvement
  • Attend weekly staff meetings with the Project Manager and report
  • Immediately inform the Project Manager of any lapses in infection control measures or personnel issues
  • Hold daily update meetings with the project manager before the end of each day, during which suggestions for improvements or concerns can be discussed and solutions sought
  • Report activities carried out regularly at appropriate times and according to established reporting schedules.
  • Prepare and share the weekly/daily planning with your superiors and in compliance with the limits set.
  • At the request of the project manager, participate in WASH/PCI coordination meetings and share the report of highlights.
  • Troubleshoot EH equipment or PPE malfunctions when reported, if solutions cannot be found, immediately raise issues with the Project Manager.
  • Inspect, assess and authorize the need to dispose of defective PPE equipment. If in doubt about disposal, seek authorization from the Project Manager.
  • Ensure the number of people trained (medical and paramedical) and supervised in PCI;
  • Support monitoring of the management of supplies provided and used in facilities which include soap, chlorine, water quality reagents and tools/equipment distributed.

 

Actively participate in project reporting

  • Write all monitoring and/or supervision mission reports and forward them to the project coordination team;
  • Participate in the drafting of weekly and monthly activity reports as well as in the completion of internal project tools (database, etc.);
  • Update the project database (SNIS data, epidemiological surveillance and EPI) in collaboration with IT and transmit it monthly to the Health Manager and the Project Manager;
  • Participate in internal and external meetings on project activities;
  • Carry out any other tasks at the request of his/her hierarchical and/or functional supervisor.

 

REQUIRED PROFILE

  • Be an A1 or A0 Nurse with at least 4 years of experience in primary health care;
  • Have at least one proven professional experience with at least 3 years in the humanitarian field or with NGOs
  • Having worked as a Supervisory Nurse in the Health Zone is an asset;
  • Having worked as a Registered Nurse in a health center is an asset;
  • Strong planning, organizational and communication skills;
  • Have a good command of healthcare flowcharts;
  • Have received training in PCIMA-RDC;
  • Have received training in SONUB; knowledge of the minimum emergency system is an asset;
  • Excellent level of knowledge of French (written and oral) and at least 2 national languages;
  • Have a sense of organization and precision;
  • Proficiency in computer tools (Word – Excel – Power point etc.)
  • Be able to take initiatives relevant to the program as needed;
  • Be available to travel to the areas targeted for services;
  • Willingness and ability to work in an unstable environment;
  • Ability to work under pressure and live in difficult conditions;  
  • High resistance to stress and ability to work at a high pace corresponding to emergencies.
