Medair is an international humanitarian organization established in 1988. Medair has been operating in Afghanistan since 1996 with programs mainly in the Health, Water & Sanitation, and Livelihoods sectors with significant reconstruction activities in remote areas. Current projects are Water & Sanitation, Food Security, & Disaster Risk Reduction.
An Integrated Emergency Response: Medair aims to respond to high levels of food insecurity, malnutrition, and morbidity in Tirinkot district. The project intends to improve and extend WASH services including water supply infrastructure and hygiene practices to improve outcomes for vulnerable families.
An Integrated Emergency Response: Medair aims to respond to high levels of food insecurity, malnutrition, and morbidity in Uruzgan, which has been significantly affected by drought and conflict conditions. Building upon Medair’s decades of experience in the Central Highlands and Kandahar, the project intends to improve and extend the utilization of lifesaving preventive and curative nutrition and health services by mothers, PLWs, and children U5; to increase access to clean water, to reduce vulnerability to water-related and other preventable diseases, and to improve and increase food security for the most vulnerable families through food voucher distributions.
Job Description:
Overall purpose:
The Project Support Officer is responsible for providing comprehensive operational and administrative support to ensure effective and efficient implementation of field-level project activities. The role supports key functions including stock and asset management, field procurement, logistics coordination, fleet management, subbase management, and basic financial and administrative support while working closely with program and support teams. Project Support Officer ensures compliance with organizational procedures and donor requirements.
RESPONSIBILITIES
Technical:
- To set up and oversee all support functions in the designated Medair Sub-base, including line-managing the guards and coordinating drivers.
- Manage the base and project warehouses, issue stock items according to request and arrange transport to field sites when required.
- Manage the fleet and equipment related to the Medair Sub-base.
- Foster clear communication and good relationships with local government providing relevant information to the sector supervisors.
General:
- Immediate notification of any suspicion of fraudulent activity amongst staff and external links.
- Adherence to Medair values and to contribute to the wellbeing of the team as an active member.
- Adherence to Afghan NGO Law and Tax Law.
- Adherence to all national staff Regulations and Security Standard Operating Procedures and maintaining confidentiality at all times.
Logistics:
- Manage the warehouses in the field sub-base for base and project stock.
- Issue stock according to stock requests, carry out monthly physical inventory.
- Prepare weekly and monthly sock reports.
- Coordinate between support logistics team and field project team to ensure the stock levels are kept up to date.
- Procure items as needed in the local market.
- Follow procurement procedures and logistics procedures for all project purchases and for base maintenance.
- Line manages the drivers and ensures fleet procedures are being followed (incl. logbook, daily vehicle checks).
- Equipment management for all field office equipment.
Facility Management:
- Maintenance of office (sub-base) compound in consultation with the landlord.
- Work together with the guards to ensure the office is secure at all time
- Monitor the staff movements and adjust the facility needs accordingly
HR and Financial Management:
- Forecast the cash needs for the Sub-base and raise PDFs accordingly.
- Ensure financial procedures are followed for base procurements.
- Ensure all financial accountability is completed in a timely and correct manner.
- Act as focal point for HR related matters in the field location.
Coordination:
- Liaise and build positive relationships with local authorities in the field and the communities.
- Participate in local general coordination meetings and inform the sector supervisors where relevant.
- Security focal point of field location. Report any security concerns to Project Coordinator and taken action when required to keep the team safe.
- Participate constructively in team meetings.
Job Requirements:
Education: Bachelor’s degree in logistics, Business or Admin or similar relevant field. Master’s degree preferred.
Relevant experience: 4 years of experience in similar support role and experience writing reports in English is required. Workinig experience with NGOs, Experience of carrying out trainings and familiar with the project areas is desirable.
Languages: Excellent English and Pashtu (written and oral) will be tested in the interview.
Computer: Good working skills with Microsoft Office specially word, excel and power point.
Organizational capacity: Ability to prioritise and multi-task.
