Must Have more than 03 years of proven experience in working with HR & Office Administrative Management.
At least 5years’ experience in human resource management, preferably as HR generalist, including 3 years in management level position.
Prior experience in any NGO/INGO, particularly in emergency context will be an advantage.
Experience in Office Administration, Fleet Management, team management, including fostering a collaborative work environment.
Experience maintaining office equipment, furniture and keeping an up-to-date asset register.
Proficiency in Microsoft Office 365, including SharePoint, Microsoft Teams, OneDrive.
Fluency in written and spoken Bangla and English.
Responsibilities & Context
The primary role of this position is Work directly under the supervision of the Project Coordinator and ensure coordination with the HQ team (Dhaka) for the effective implementation of organizational HR practices. Lead the NGOF-UNHCR Project HR and Admin team to ensure the best HR & Admin support to the project. The role also ensures compliance with donors’ agreed terms, as well as applicable laws and regulations as well as following the HR Policies & Procedures.
1. Staff Management:
Supervise and monitor the Project HR & Admin team, along with other supporting units (support staff, drivers, and cleaners), to ensure effective HR & Admin support for the project. Work under the direct supervision of the Project Coordinator. Monitor all project staff and ensure the effective implementation of established human resource policies. Coordinate the annual staff performance evaluation process. Organize necessary meetings, training, and other relevant sessions to enhance staff capacity building and increase employee engagement. Provide day-to-day coaching for staff, assist management in boosting staff engagement, and ensure the implementation of necessary staff development activities within the organization.
2. Recruitment & Onboarding:
Assist project management in the staffing plan & Coordinate with NGO Forum for public Health, Central HR & Admin team and facilitate the whole recruitment Process for the purpose of maintaining competent workforces of the project. Ensure the proper staff onboarding & documentation process including maintaining the staff personal file. Conduct the staff orientation about NGO Forum for Public Health HR Policy & procedures. Raising awareness about the Code of Ethics & workplace discipline.
3. Compensation & Benefit:
Administer, monitor, and check employee attendance and leave records to maintain organizational discipline. Provide adequate support to the project finance department in preparing monthly salary advice. Facilitate the staff resignation process and ensure the effective implementation of the organization’s HR policies and procedures. Ensure staff salaries and other benefits are processed in compliance with regulations. Assist the program unit management in staffing plan budgeting and IP personnel budget management.
4. Grievance handling & organizational culture:
Ensure grievance handling & responsible for maintaining the highest possible standard of work culture & organizational discipline. Look after the project HR & Administrative issues as required. Ensure the safety of team members from any harm, abuse, neglect, harassment, and exploitation to achieve the projects goals on safeguarding implementation. Act as a key source of support, guidance, and expertise on safeguarding for establishing a safe working environment.
5. Office Administration others:
With the assistance of respective team members responsible for the oversee the overall office administrative support as mentioned Below-

Store management
Support Staff & Cleaner Management
Regular Office Operation Support
Check & sign Over all Administrative Billings of the project.
6. Other activities as pre the recommendation of Senior Management Team.
