Major Duties and Responsibilities
Position Overview
The Roaming Site Engineer will support the effective planning, design, estimation, and implementation of emergency cash support and infrastructure projects aimed at the rehabilitation, repair, and construction of water management infrastructure across multiple provinces. Operating from the Kabul Country Office and traveling to provincial sites as required, the Roaming Site Engineer ensures that project activities are well-understood and accepted by local communities and that all engineering practices meet established standards and guidelines. This role requires adaptability, strong cross-departmental coordination, and responsiveness to project demands across multiple locations.
Specifically, roaming site engineers will have the following responsibilities:
Responsibilities
1. Direct Program Implementation
Conduct comprehensive technical surveys to identify and assess potential infrastructure project sites across various provinces in collaboration with the provincial senior engineer.
Prepare sub-project proposals, including Bills of Quantities (BoQs), designs, and detailed technical drawings, tailored to the needs of each province.
Actively engage in community mobilization, project site and beneficiary selection, and attend district and community-level meetings to establish a strong local presence.
Take full responsibility for overseeing infrastructure project implementation within each assigned province.
Coordinate with local stakeholders, including CDCs, district authorities, and provincial line departments, to ensure inclusive project planning, implementation, and closure.
Build and maintain effective communication with government line departments, other NGOs, and local community organizations to ensure project acceptance and support.
Prepare project sites for donor technical visits, coordinate logistics, and accompany donors during their field visits.
Conduct needs-based meetings with stakeholders at district and provincial levels, ensuring transparency and continuous updates on progress, challenges, and implementation.
Conduct field missions, complete progress and completion reports, and draft success stories and case studies reflecting the project’s impact.
Assist the Monitoring & Evaluation (M&E) team in conducting project-related data collection and assessments.
Prepare financial and operational documents, submitting them to the provincial senior engineer for review and processing.
Ensure robust documentation of all activities at both office and project site levels, maintaining consistent records for reporting and auditing.
Collaborate with the M&E team to draft success stories showcasing project milestones and achievements.
Perform additional tasks as assigned by the supervisor based on project needs and evolving requirements.
2. Supervision and Quality Control
Actively share information on project activities during events, including trainings and workshops, to promote understanding and transparency.
Develop and implement action plans for quality monitoring to ensure standards are met across project sites.
Ensure the facilitation of project information at all events to maintain awareness and visibility of project goals and impacts.
3. Reporting and Coordination
Liaise with NAC and relevant stakeholders to ensure coordination and effective communication of the NAC’s activities under agricultural and infrastructure projects.
Prepare and submit daily, weekly, and monthly reports to the line manager, and provide weekly expenditure reports to the provincial senior engineer.
Conduct thorough data collection and produce weekly, bi-weekly, and monthly reports, including distribution and progress updates.
Ensure direct reporting to the Provincial Senior Engineer, and coordinate with other engineering and operational staff across target provinces for seamless project integration.
Travel and Flexibility Requirements
The Roaming Site Engineer will be based at the Kabul Country Office but will be required to travel frequently to target provinces (including Badakhshan, Takhar, Faryab, Parwan, Panjshir, Kapisa, Ghazni, Paktika, Paktia, and Khost) depending on project needs and priorities. The role demands flexibility, cultural sensitivity, and an understanding of the unique operational contexts of each province.

Qualifications Required
BA in civil/construction/hydraulic structure engineering.
Preferred working experience in implementing watershed management projects, cash for work, small-scale irrigation infrastructures, and community development projects
Preferred those who were part of food security project.
Relevant experience in environmental and social safeguards
Local candidates will be preferred
Available to travel within target districts and out of province if required by organization.
