Job Context:

Reported to: Program Manager

Position Overview: The Program Officer for the “Support to FDMN in Cox’s Bazar and Bhasanchar in Education and Wash Sector”. S/he will be based in Bhasanchar, Hatiya, Noakhali in a challenging context. S/he will have to play a crucial role in the planning, implementation, monitoring, and evaluation of the ECE Component / Adolescents, Adult & Skill Learning Component of the project initiatives. This role involves supervision and mentoring of Program Facilitator concerned and working closely with project stakeholders, beneficiaries, and team members to ensure effective project execution and positive impact on the targeted community.

Job Location: Bhasanchar, Hatiya, Noakhali

Job Responsibilities:

• Project Planning and Design: Collaborate with Program Manager to develop detailed project plan, including objectives, timelines, budgets, and resource requirements at component level.
• Assist and guide Program Facilitators in field level program implementation thorough needs assessments and beneficiary consultations to identify learning opportunities and challenges and document lesson learning.
• Design sustainable and contextually relevant ECE / Adolescents , Adult & Skills Learning and Backup support interventions goals.
• Implementation and Coordination: Supervision of Program Facilitator and oversee his/her day-to-day implementation of ECE / Adolescents, Adult & Skills Learning and Backup support activities, ensuring adherence to project timelines and quality standards.
• Coordinate with local relevant sector partners’ representative, community leaders, and beneficiaries to ensure smooth project execution.
• Guide and assist Program Facilitators in organizing training sessions, community led events, and capacity-building activities to enhance beneficiaries skills and knowledge and address AAP.
• Monitoring and Evaluation: Support Program Officer (MEAL) to develop monitoring and evaluation frameworks to track project progress, outcomes, and impacts.
• Collect and analyze data to measure the effectiveness of ECE / Adolescents, Adult & Skills Learning and Backup support interventions and identify areas for improvement.
• Compile progress reports of Program Facilitator for project management and donors, highlighting achievements and challenges.
• Community Engagement: Foster strong relationships with project beneficiaries and community members, promoting their active participation and ownership in project activities direct and through Program Facilitator.
• Visit to and Supervise Program Facilitator facilitated regular community meetings like SMC, TPA Meeting and community led events to gather feedback, address concerns, and ensure the projects alignment with community needs.
• Financial Management: Manage project budgets, track expenditures, and ensure efficient utilization of funds for ECE / Adolescents, Adult & Skills Learning and Backup support
• Prepare component level financial reports and ensure compliance with funding guidelines and regulations.
• Capacity Building: Provide training and mentorship to program facilitators, volunteers like teachers, teaching assistant cum caregivers and beneficiaries to enhance their skills and knowledge related to enhance learning competency.
• Networking and Partnerships: Collaborate with government agencies, non-governmental organizations, concerned sectors and other relevant stakeholders to leverage resources and expertise.
