Job Summary

UNCDC is seeking the individuals for the position of Electrical Engineer. The incumbent will be part of the Project Support Team (PST). He/she will be responsible to ensure the project is managed efficiently and achieves its operational objectives and deliverables. The incumbent will report directly to the Project Manager and plays an important role in developing UNCDC projects in designated infrastructure disciplines, including water, energy, roads, WASH and vertical structures, and monitors work progress, prepares reports and other key documents for the Project Manager. The incumbent plays an important technical role in the design, planning, supervision, reporting, analyzing; project development and data collection for UNCDC designated infrastructure activities. The QC Engineer’s tasks will be as follows:

Duties & Responsibilities

1. Assist the Project Manager to manage the field document control system for electrical drawings, specifications, test and inspection reports, sub-contractor data and as-built drawings.

2. Undertake and deliver high quality detailed engineering design for electrical services and power distribution systems, including calculations, analysis, schematics, drawings, diagrams, models, specifications and other documents required.

3.  Design and install the solar panels energy system.

4.  Supervise the implementation of solar panel installation processes.

5.  Design for illumination of different area and lux calculation. Cable size calculation cables scheduling & its route selection, over head or underground. Proper protection system for all electrical installation. Design for fire alarm &detection system & etc. Basic & detail engineering design for provision of earthling pits of electrical installation.

6.  Implement and supervise all the electrical related works at site.

7. Estimates, prepares and assigns the resources such as manpower, materials, consumables, equipment and tools required for all electrical and related works prior to execution.

8.  Plans and analyses all possible construction methodologies and recommends the best options to the Project Manager for approval prior to execution at site.

9. Interprets electrical drawings and studies of the contract documents and applicable standards or specifications prior to execution of any jobs.

10. Manages directly and provide engineering and technical supports to all the electrical work that will be perform at site. Ensures that all site works are done according to the UNICEF quality standards.

11. Coordinates with Project Manager for any site instructions and inspection of electrical works.

12. Submits site daily reports, inspection requests, estimates and all applicable monitoring reports on regular basis or as required.

13. Supports the Project Manager in accomplishing all the goals and targets for all electrical works at site.

14. Ensures that all the works done are in accordance with the approved electrical drawings, contract documents, project specifications and the international standards.

15. Drawing submission and get approval from the client. Updating the drawing depends on site condition. Responsible to do surveys including site measurements. Responsible for highlighting foreseen problem & delays in advance escalating to the Project Manager.

16. Provide guidance and advice to the Project Manager on significant changes to the work quality that have a direct impact on site operations.

17. Perform tests and measurements to verify the quality and integrity of materials and workmanship. Develop a comprehensive teste plan in order to perform all the required inspections and tests.

18. Review as may be necessary, all laboratory and field-testing of materials and equipment products needed to assure that the quality standards specified in the contract documents are met.

19. Attend all meetings with the client, project team and the contractors.

20. Performs other related duties as may be required by the Project Manager.

Job Requirements

Skills:

1. Sufficient knowledge of construction quality management, safety, construction codes and etc.

2. Proficient in designing and installing solar energy systems.

3. Proven experience as Electrical Engineer in solar energy projects, preferably in WASH and vertical structure projects.

4. Showcase knowledge of photovoltaics, solar energy systems, energy storage technology, and solar panel installation.

5. Ability to work independently, to prioritize work assignments, to meet deadlines, and to exercise professional judgement.

6.  Strong understanding of electrical materials, installation methods, and techniques.

7.  Proven experience on the processing of raw materials, manufacturing of solar equipment, the design and construction of solar power installations, or the maintenance of solar energy systems.

8. Proficiency in computer skills required, MS Office; along with publishing and presentation software preferred.

9.  Excellent skills of CAD and modelling software(s) (Auto CAD).

10. Excellent skills of electrical design software’s.

11. Attention to detail and a high level of accuracy in documentation and reporting.

12. Strong communication and interpersonal skills to collaborate with diverse stakeholders.

13. Performed regular maintenance and troubleshooting of solar installations.

14. Managed the installation of solar panels from small to large skill vertical structure project. Knowledge of electrical engineering principles and practices.

15. Good command on national languages (Dari/Pashto). Have good command of English language both written and spoken. Candidates who do not have sufficient English language knowledge will be disqualified.

16. Excellent communication and reporting skills.

17. Highly self-motivated individual with a demonstrable ability to work under high pressure. Accept responsibility and show initiative.

18. Must be flexible and willing to work for long hours in order to meet the deadline.

19. Demonstrated ability to manage multiple tasks and responsibilities.

20. Reliable, honest, transparent; commitment for hard work and exceptional work ethics.

Qualifications:

1. B.Sc. degree in Electrical Engineering with 3 years of relevant experience in handling UN-funded projects or overall experience of not less than 10 years in the field of planning, designing and installing solar energy systems in WASH/vertical structure projects. Prior UN experience is highly preferred.

2.  Knowledge and ability to interpret electrical drawings and implement the site works.

3.  Adequate knowledge of UN rules, regulations, and procedures is highly desired.
