Rural Rehabilitation Association for Afghanistan (RRAA) is a non-profit, non-governmental, and non-political NGO established in 1990. The head office of the organization is located in Kabul, Afghanistan, and delivers humanitarian services in the sectors of Livelihood, Good Governance, WASH, and Emergency through its four regional offices in Mazar, Herat, Jalalabad, and the central zone in a decentralized manner.

Job Description:

  1. Develop and implement Monitoring Evaluation Accountability and Learning (MEAL) toolkits including performance indicators, monitoring framework, and millstones to ensure transparency and accountability in compliance with RRAA’s strategy.
  2. Brief and train RRAA’s staff on the use of MEAL tools.
  3. Coordinate MEAL activities of projects and programs with staff including Regional Managers.
  4. Provision of monitoring reports of programs/projects to the management including relevant staff.
  5. Support project progress reporting, project mid-term review, and final evaluation. Communicate closely with the project field staff to provide quality and impact reports.
  6. Develop mechanisms for collecting data to monitor the developed plans and activities of programs/projects.
  7. Collect data on a regular basis to measure achievement against the performance indicators.
  8. Integrate periodic evaluations as an integral part of the Monitoring and Evaluation system.
  9. Develop and implement a Management Information System (MIS) accessible to staff at all levels.
  10. Identify areas where technical support to project partners is required.
  11. Facilitate workshops on MIS, CRM, PSEA, Kobo, Code of conduct, organization policies and manuals. Also, participate in meetings, workshop, seminars, and events according to the need of the organization.
  12. Conduct annual assessments to ensure programs and projects are in compliance with organization policies and procedures.
  13. Assist the project team in developing questionnaires, programming them into Kobo, analyzing the collected data, and providing reports for the line manager and donor.
  14. Document lessons learned, good practices, and success stories and share them with RRAA regional offices and donor organizations.
  15. Streamline all systems, processes, tools, and data analysis and ensure that staff is able to apply these.
  16. Evaluate the impact of RRAA’s activities and ensure the constant innovation and application of project methodology.
  17. Participate and contribute as a key resource in the development of funding applications.
  18. Facilitate and assist in monitoring and evaluation process recommended by donor organization.
  19. Timely monitoring of RRAA’s activities to ensure accuracy, quality, compliance with contract/donor requirement and meeting datelines.
  20. Timely monitoring of progress against operation plans and corrective action taken as necessary.
  21. Ensure CRM applied effectively on the ground.
  22. Response for CRM data collection, record and provide response to donor.
  23. Develop baseline data for each project component and for all project indicators.
  24. Support program department in overall operation at Kabul and provinces.
  25. Preform any other task provided by line manager.

Job Requirements:

Bachelor’s degree in public administration, Social Sciences Economics, BSc Computer Science, or other related fields will be given due consideration, as requirement. Master’s degree is preferred.

Experience and Other requirements:

  1. 4-6 years of monitoring and evaluation experience in development contexts with NGOs. Experience with INGOs is preferred.
  2. Experience with research methods, data management and analysis in development programming.
  3. Experience in the questionnaire’s development, data collection, and conducting surveys.
  4. Excellent working knowledge of using Kobo.
  5. Experience in Monitoring and Evaluation design and management.
  6. Highly developed interpersonal and communication skills, including excellent internal consultation and liaison skills; facilitation and coaching skills.
  7. Excellent analytical and creative abilities with strong results orientation
  8. Fluency in Dari, Pashto and English (spoken and written) is required.
  9. Strong report writing skills.
  10. Willingness to travel to provinces.
