ORGANIZATIONAL CONTEXT:
Since 2022, the World Food Programme (WFP) in El Salvador has been implementing its Country Strategic Plan (CSP) 2022–2027, which responds to an in-depth analysis of the factors affecting food security and nutrition in the country. This plan prioritizes building resilience, adapting to climate change, and transforming eating practices, with a focus on the most vulnerable households. WFP interventions are developed in close coordination with national institutions and strategic partners, promoting sustainable solutions that strengthen social protection systems, school nutrition, market access for small producers, and emergency response and preparedness.
Within this framework, the Research, Evaluation, and Monitoring Unit (RAM) plays a key role in generating evidence for decision-making. The Monitoring and Evaluation (M&E) area contributes to the technical oversight of interventions, ensuring data quality, accountability, and institutional learning.

 

The Monitoring and Evaluation Assistant provides operational and technical support in the implementation of monitoring activities, data analysis, and coordination with internal and external stakeholders, in line with WFP’s corporate standards and CSP priorities.

PURPOSE OF THE POSITION
To carry out research and monitoring activities, as well as associated administrative activities, related to the projects and programs being implemented under all modalities used by WFP in the Country Office.

MAIN RESPONSIBILITIES
1. Participate in the development of the annual work plan for the Monitoring and Evaluation (M&E) area and the RAM Unit, in coordination with M&E staff and other support areas.
2. Design, coordinate, and execute monitoring activities linked to the programs implemented by the Country Office, promoting continuous improvements in procedures, targeting systems, and information management.
3. Lead data collection, processing, and analysis processes within their scope of responsibility, and prepare technical reports (e.g., on food assistance needs, resource use, programmatic progress, and results) that support operational and strategic decision-making.
4. Ensure the rigorous registration, secure storage, and efficient management of RAM technical databases (e.g., food security and vulnerability analyses), in accordance with institutional standards and using established digital platforms.
5. Coordinate spaces for analysis and dissemination of evidence generated by the M&E area, in order to identify opportunities for improvement and facilitate decision-making by implementing teams, management, and country directors.
6. Supervise and provide technical guidance to temporary support staff, ensuring compliance with established objectives in accordance with defined standards and timelines.
7. Apply institutional emergency preparedness practices, ensuring that WFP is prepared to respond in a timely and efficient manner at the onset of a crisis.
8. Collaborate and exchange information with internal counterparts to facilitate the implementation, monitoring, and effective coordination of ongoing programmatic activities.
9. Support the coordination of M&E activities with cooperating partners, allied agencies, NGOs, and public institutions at the local level.
10. Integrate designated administrative committees, in accordance with the delegations granted by the Country Office Director.
11. Provide support, when required, to other work areas within the RAM Unit and other units of the Country Office.

DESIRABLE EXPERIENCE TO PERFORM THIS ROLE:

  • Have at least three (3) years of proven experience in monitoring and evaluation activities of programs or projects (design of data collection tools, preparation of field schedules, data collection, statistical analysis, development of visualizations, preparation of reports, activities for disseminating results).
  • Having coordinated work teams composed of a minimum of four (4) people, promoting collaboration and the achievement of objectives.
  • Experience in effective coordination and communication with specialized technical teams, such as project execution teams, nutrition specialists, resilience specialists, emergency response specialists, among others.
  • Active participation in the formulation and monitoring of monitoring and evaluation plans, especially in projects related to food security.
  • Having facilitated or co-organized workshops and training spaces related to monitoring, evaluation, and institutional learning.

MINIMUM ACADEMIC QUALIFICATIONS:
Education: Must have completed at least the third year of one of the following degrees: Economics, Statistics, Agronomy, Nutrition/Health, International Relations, or another relevant field.
Languages: Knowledge of English.

 

Software package:

  • Advanced mastery of Microsoft Office.
  • At least intermediate knowledge of a statistical package (SPSS, R, Stata or other).
  • At least intermediate knowledge of visualization software (Tableau, Power BI, Excel, or other).
