Scope of Work

  • Implement and coordinate EW4All-related activities in Bangladesh in collaboration with the Anticipatory Action Technical Working Group (AATWG) lead, the Government-led Forecast-based Action (FbA) Task Force, the government’s EW4All focal point, global EW4All Pillar leads (UNDRR, WMO, ITU, IFRC) and their regional representatives and in-country staff/consultants, and the WFP programme team, as well as the UN Resident Coordinator’s Office (RCO) and advance strategic and operational plans during the inception and early stages of the EW4All roll-out in Bangladesh.
  • Support the government-designated national focal point for EW4All by streamlining and promoting the initiative across line ministries, relevant coordination platforms, and other channels to gradually strengthen the government’s commitment and buy-in.
  • Engage with a range of concerned stakeholders, including UN agencies, international and national organizations, the private sector, and others, to harmonize and develop EWS initiatives in the country under the common EW4All umbrella.

 

Responsibilities:

Implementation and coordination of EW4All-related activities/EWS Initiatives in Bangladesh:

  • Provide technical expertise and implementation support for EW4All-related activities, including liaising with government counterparts and project partners, under the guidance of in particular the WMO in the Regional Office for Asia and the South-West Pacific (RAP) and the Project Development and Management Unit (PDMU) and Services Department of the WMO Headquarters (WMO being the global co-lead of the EW4All Initiative and lead of its Pillar 2 as well as the funding agency for this post), other global Pillar leads, and WFP.

 

Support to MoDMR and national EW4All Pillar leads:

  • Conduct stakeholder mapping of national actors (government, UN, NGO, etc.) and existing coordination mechanisms pertaining to EWSs.
  • Organize national consultative workshops to take stock of existing EWS mechanisms in the country, identify or refine gaps and challenges, and set up or support existing coordination mechanisms for the EW4All Initiative moving forward.
  • Translate outcomes of the national consultations into a gap analysis and engage key stakeholders to produce a national roadmap for EW4All 2024-2027, ensuring alignment across the main four pillars and the global EW4All strategy and plans.

 

Facilitate Communication and Coordination:

  • Liaise with the Regional Offices of global EW4ALL Pillar lead agencies (UNDRR, WMO, ITU, IFRC) as needed to ensure streamlined communication among the RCO, country officials, and national EW4ALL Pillar lead agencies for the effective implementation of EW4ALL in Bangladesh.
  • Harmonize communication and coordination channels between agencies and the government’s designated EW4ALL focal point(s) concerning any relevant EWS initiatives under the broader scope of EW4ALL in Bangladesh.

Raise Awareness and Promote Advocacy:

  • Raise awareness and advocate for the EW4ALL Initiative at the country level and within the UNCT by sharing information products, organizing meetings, and conducting other relevant activities.

Define Long-term Priorities and Strategic Goals:

  • Collaborate with WFP, RCO, global and regional EW4ALL Pillar leads, national focal points, the FbA Task Force, AATWG Lead, and other relevant stakeholders to establish long-term EW4ALL priorities, strategic goals, and Pillar-specific action and implementation plans. Ensure alignment with ongoing EWS efforts, including WFP’s AA plans and other relevant initiatives.

Key Deliverables:

Support Implementation and Coordination of EW4ALL-related Activities:

  • Coordinate and provide technical support for regular reporting on the progress of the EW4ALL Initiative in Bangladesh, particularly for WMO-funded activities, with bi-annual, annual, and ad-hoc reports.

Stakeholder Map:

  • Summarize a comprehensive mapping of relevant actors, mechanisms, and projects involved in EW4ALL.

Gap Analysis Report:

  • Complete a gap analysis based on inputs from national consultation workshops and follow-up activities with all EW4ALL stakeholders.

Draft National Roadmap for EW4ALL 2024-28:

  • Provide technical assistance in developing a national roadmap for EW4ALL 2024-28, ensuring alignment with the government’s National Action Plan for Disaster Risk Reduction (2024-27) and related policy documents.

National EW4ALL Workplan:

  • Support the national focal point in creating an 18-month workplan based on the strategic direction outlined in the National EW4ALL Roadmap.

 

Capacity-Development Training:

  • Facilitate at least one training session aligned with the recommendations from the gap analysis, the workplan, and the priorities of the National Roadmap.

 

Experience: Minimum 5 years of experience with a minimum 3 years of relevant professional work experience in climate resilience, climate change adaptation, disaster risk management, natural resource management, or related fields is required. Experience with early warning systems (EWSs) is an advantage.

 

Education: An advanced university degree in natural resources management, environmental science, meteorology/atmospheric science, hydrology, or a related field.

Language: Fluency in both written and oral communication in English and Bangla.
