OVERVIEW OF THE FUNCTIONS OF THE POST
Background and Context
As the Grant Agent of the System Capacity Grant (SCG) funded by the Global Partnership for Education (GPE), UNESCO is leading the operationalization of the Afghanistan Education Sector Support Plan 2024-2025 (AESSP). Gender considerations underpin the AESSP’s design, and its implementation requires (i) continuous monitoring of the evolving gender landscape in Afghanistan’s education sector, and (ii) analytical efforts to ensure evidence-based programming and implementation.
The monitoring and analysis of the gender and education landscape of Afghanistan encompass a range of topics, including but not limited to (i) policies of the de facto authorities affecting access to education and learning outcomes among male and female students, (ii) gender-sensitive risk and scenario analyses to inform programming decisions, as well as (iii) mapping of interventions by partners to ensure coordinated response and to enhance synergy.
To this end, UNESCO is seeking to hire a National Gender Officer to oversee gender mainstreaming in the GPE SCG programme.

Main duties and responsibilities
Under the authority of the Officer-in-Charge of the UNESCO Kabul Office, overall supervision of the Head of Education, and direct supervision of the Planning, Monitoring, and Coordination Team Project Officer, the National Gender Officer will be responsible for leading and providing technical support in ensuring gender mainstreaming across all SCG programme interventions, aligning the programme with global and local standards and good practices with regard to gender and education.
The National Gender Officer will undertake the following duties and responsibilities:
- Lead the implementation of the key gender components across the SCG programme, including the continuous monitoring of the evolving gender landscape in Afghanistan’s education sector.
- Lead analytical work related to gender and education, including research design, data collection, analysis, and reporting.
- Liaise with UNESCO HQ and other relevant offices at the regional level to ensure the SCG programme meets global and local gender operational standards.
- Liaise with key national and international stakeholders including the members of the Afghanistan Education Strategic Thematic Working Group (Ed-STWG) and facilitate implementation of gender-related activities.
- Represent UNESCO in relevant platforms such as the Gender in Humanitarian Action (GiHA), covering both humanitarian and basic human needs.

REQUIRED QUALIFICATIONS
Education
- University degree or equivalent in gender studies, education, development economics, and related fields.
Work experience
- At least 5 years of relevant work experience in gender programming, and other related fields.
- Previous experience in an educational organization is an added value.
- A deep understanding of development work, particularly of capacity development in education.
- Work experience with the UN or an INGO is an added advantage.
Skills
- Excellent skills in gender education programming, development of operation plans with gender lenses, setting up gender indicators for monitoring implementation, collecting gender-related data, and provision of updates for project reports.
- Excellent strategic, analytical, reporting, and donor communications skills.
- Ability to interact with partners at various professional levels and diverse backgrounds.
- Excellent coordination and networking skills.
- Excellent computer skills.
Languages
Excellent command in English and Dari/Pashto is required.
