Description
The Monitoring and Data Analyst will provide technical support throughout Cox’s Bazar Field Office monitoring function. This includes coordination with the UNICEF Programme sections and TPM (Third Party Monitoring) agency to ensure regular and real-time updates on the quality of services and infrastructure that Education, Health, Child Protection, Nutrition, SBC and WASH provide to Rohingya Refugees, Host community and Bhasan Char. This involves developing field monitoring tools, support in preparing the monitoring plan for TPM, ensure day-to-day communication, quality assurance of the field monitoring process, review TPM reports and support in data driven inform decisions. The role aims to enhance coverage and quality of field monitoring and coordination within UNICEF programme.

Responsibilities:
COORDINATION WITH THE UNICEF PROGRAMME SECTION AND TPM (THIRD PARTY MONITORING) AGENCY:
Support to ensure that Programme sections and TPM collaborated well to prepare a realistic plan for monitoring activities that will provide real time information to manage the programmes in Rohingya Refugee, Host community and Bhasan Char area.
- Facilitate the orientation of the TPM team with the program section for better understanding of the programme of different section in different locations.
- Facilitate collaboration between UNICEF TPM focal and TPM team to develop a comprehensive work plan for monitoring programme interventions.
- Support TPM team to develop appropriate data collection tools for quality assurance of interventions, facility, supply and end user monitoring.
- Develop capacity of the TPM team members to develop tools using INFOM platform through organizing capacity development initiative.
- Facilitate schedule Pre-deployment meetings (virtual / onsite) between the Third-Party Monitoring team and UNICEF field office staff for preparation of field visit.
- Support TPM team in regular data collection and ensure data quality through regular checking.
- Facilitate to schedule de-brief meeting (virtually / onsite at agreed location) between the TPM and UNICEF staff on quarterly basis to present highlights of findings.
- Facilitate the data collection of any other assessment through TPM partners as and when required.
ACTIVELY SUPPORT TPM FIRM AND ENSURE THE QUALITY OF COMMISSIONED MONITORING ACTIVITIES:
- Review the work plans, inception report and reporting documents developed by TPM.
- Support to the Systematic learning center monitoring including damage monitoring.
- Facilitate the assessment on teachers and volunteers skills on pedagogy
- Support in the grade level competency assessment and learners and caregivers’ satisfaction survey.
- Support in designing the assessment process of Child protection interventions including CBCPC, Community based Psychosocial support, safe space, Multi-purpose centers, positive parenting, referral services etc.
- Assist in monitoring the functionality of WASH facilities including Water distribution network, Latrines, bathing facilities, FSM, Surface water treatment plant, Tube well / hand pump.
- Support in assessing the minimum water quality standards at the source and household.
- Facilitate the community survey to assess the knowledge and practice of hygiene management, adolescent and women on the menstrual hygiene management.
- Support in the nutrition facility monitoring, supply monitoring, end user monitoring including the utilization of the anthropometric tools.
- Support TPM to facilitate the effectiveness assessment of different campaign and household survey of nutrition initiatives.
- Support in the periodic evaluation on the effectiveness, efficiency, relevance and sustainability of behavior change interventions.
- Support the effectiveness of the AAP mechanism.
- Facilitate any other priority areas required to monitor e.g. PDM (Post Distribution Monitoring), Rapid Needs assessment, End-user monitoring, Outcome assessment etc
- Ensure the quality of monitoring initiatives commissioned by TPM firms.
FACILITATE CAPACITY BUILDING, KNOWLEDGE SHARING AND ADVOCACY:
- Plan and organize workshops/consultation meetings, especially to disseminate TPM findings.
- Provide expert guidance and support in finalizing field monitoring plan, methodology and sampling, including drafting debriefing reports.
- Engage Porgramme section to gather insights and feedback on proposed monitoring initiatives, fostering strong partnerships.
- Identify, synthesize and document best practices and lessons learned that are generated from the TPM initiatives.
- Participate in and ensure sound contributions to knowledge networks and communities of practice on monitoring related issues.
- Support establishment of knowledge platforms for the programme section, facilitate innovative mechanisms for dissemination of knowledge from the project, and develop knowledge resources and products to share with project partners and to support UNICEF’s engagement in this area.
Requirements:
Minimum requirements:
- Education: First university degree (Bachelor’s degree or equivalent) in Anthropology, sociology, social work, statistics, Economics, development studies or any other discipline from a recognized university
Work Experience:
- Minimum 1 year of relevant professional work experience in programme implementation monitoring, reporting both in development and humanitarian context in UN is preferred.
- Demonstrated analytical writing and presentation skills are desired.
- Exposure to emergency programming, including preparedness planning. Active involvement in a humanitarian crisis response programme preferred.
- Professional technical knowledge/experience in quantitative, qualitative, mixed methods, validity/reliability testing of data, data analysis and interpretation, and statistical tools/ methods. Expert knowledge of research techniques and data collection and analysis methods
- Experience in the use of computers and office software packages (MS Word, Excel, etc.)
- Proficiency in statistical analysis software (R/SPSS/Stata) and data visualization tools (PowerBi).
- Experience in the use of PowerBi and other examples of data analytics and HPM would be an added advantage.
- Skills in developing analytical presentations derived from multiple qualitative and quantitative data sources.
- Proven experience in managing contracts and coordinating with third party monitoring (TPM) Agency or external partners is highly desired.
- Strong and proven ability to aggregate and synthesize research literature and extract key messages and arguments
- Language Requirements: Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
