Background
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

One of the key areas of work for UN Women country office for South Sudan is supporting Women and Youths access to financial services and skills for their economic empowerment as stipulated in the UN Women 2024-2025 Biannual Work Plan. The overall goal of this intervention is to increase employment opportunities, market access and incomes for marginalized women and youths in South Sudan.

Reporting to the Deputy Country Representative, the Programme Management, Monitoring and Reporting Analyst will provide support to the South Sudan Country Office colleagues in the development, implementation, monitoring and reporting of programme for the Country Office, including providing technical support to the implementation of interventions supporting the growth of women and youth Micro and small businesses (MSEs) and monitoring and reporting for the Country Office.

Duties and Responsibilities
Contribute technically to the development of programme/projects in the area of Women’s Economic Empowerment ensuring compliance with operational procedures, rules and regulations:

Provide substantive inputs to the planning and budgeting of programme/ project and drafting proposals and initiatives in compliance with UN’s operations rules;
Support Monitoring of the projects/programme delivery in terms of financial delivery and compliance with operational rules and regulations and advise the team accordingly;
Contribute to the Steering Committee, project review and/or evaluation meetings, as needed;
Visit the program/project sites for onsite technical support as needed to the implementing partners;
Provide back-stopping support to Women’s Economic Empowerment Team members when needed. Identify areas of intervention and support in drafting concept notes, ToRs accordingly or as required.
Provide technical support to the implementation of the Women’s Economic Empowerment programme by ensuring effective and accurate financial management:

Support the engagement of partners including the organization of technical review committees, and capacity assessment of partners;
Ensure proper financial planning and expenditure tracking in accordance with organizations rules and regulations;
Review, coordinate and monitor the submission of implementing partner financial and narrative reports;
Train partners on RBM and other programme management principles;
Provide inputs into the development and reporting on the Annual Work Plan in line with UN Women Strategic direction;
Work closely with Finance and monitoring and Reporting units to ensure that activities are well captured in the Systems;
Establish a professional and collaborative relationship with the field offices and implementing partners, and other stakeholders including private sector companies, institutions supported under the unit for women owned businesses capacity building and access to market;
Actively assist local implementing partners in implementation of their projects.
Facilitate and substantively contribute to the incorporation of monitoring and reporting into programme formulation:

Facilitate and substantively contribute to the development of monitoring indicators, monitoring calendars, and field monitoring plans and quality assurance processes;
Include inputs from relevant evaluation findings, conclusions, and recommendations into programme formulation.
Contribute to annual work plan monitoring, reviews, and reporting;
Provide technical support to partners in developing Performance Monitoring Frameworks (PMFs), systems and plans, and Baseline Surveys:
Facilitate the clearance of donor agreements and Programme Cooperation Agreements with South Sudan.
Contribute substantively to the monitoring and tracking of results against country/ regional level targets and UN Women Strategic Plan:

Coordinate with Programme Team to ensure that data collection and analysis from field visits are coordinated and standardized across programmes;
Monitor data from partners/countries on a quarterly basis and provide substantive inputs to regular management briefs to inform decision making;
Visit partners, along with the Programme Team, to support monitoring of results and planning processes as required;
Monitor the spending of donor funds and other programme expenditures and disbursements;
Draft and monitor the South Sudan Monitoring, Evaluation, and Research Plan.
Facilitate the reporting of results to internal (Senior Management) and external (Executive Board, Donors) audiences;

Facilitate the process of the South Sudan meeting internal and external reporting requirements and deadlines, including annual reporting process;
Draft donor and programme reports (both narrative and financial);
Identify relevant evaluation findings, conclusions and recommendations and input them into programme reporting;
Review progress reports submitted by partners and provide feedback to improve quality and timeliness of reporting;
Collect and maintain data for country, regional and global corporate reports, mid-term reviews, and final evaluations.
Provide technical support to the South Sudan in the implementation the UN Women Evaluation Policy;

Coordinate the implementation of UN Women’s Evaluation plan in the South Sudan;
Provide guidance to programme staff on evaluations;
Ensure communication between the South Sudan and RO regarding Evaluations;
Coordinate the completion of management’s response to the UN Women Global Accountability and Tracking of Evaluation Use (GATE).
Contribute to knowledge building and capacity building:

Identify and disseminate good practices, lessons and knowledge, as identified through programme implementation, monitoring and evaluation activities;
Contribute to the development of capacity development tools, including training materials and packages;
Facilitate capacity building opportunities for staff and partners in the South Sudan in the areas of Results Based Management (RBM), Monitoring and Evaluation;
Promote the awareness and understanding of the shared responsibility of Monitoring and Evaluation (M&E) among all staff members through communication, training, learning and development activities.
Supervisory/Managerial Responsibilities:

The post holder will lead a team of 2 Personnel (1 SC and 1 Consultant) who directly reports to the incumbent.

Functional Competencies:

Good knowledge of programme formulation and implementation and Results Based Management;

Required Skills and Experience
Education and Certification:

Master’s degree (or equivalent) in Political or Social Science, Economics, International Development Studies, Gender/Women’s Studies is required.
A first-level university degree in combination with two additional years of qualifying experience may be accepted in Lieu of the Advanced University Degree;
A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.
Experience:

At least 2 years of progressively responsible work experience at the national or international level in different aspects of development assistance and programme design, including coordination, monitoring and evaluation, donor reporting and results-based management – relevant to women’s economic empowerment interventions in post-conflict and crisis affected communities;
Experience in the United Nations systems is desirable;
Experience building relationships with diverse stakeholders is desirable;
Experience in setting priorities, budgets, work plans, participating in programme development and programme writing is desirable;
Experience in working with women’s economic empowerment is desirable.
Languages:

Fluency in English is required;
Working knowledge of the other UN official working language is desirable (French, Arabic, Chinese, Russian or Spanish).
