OBJECTIVES OF THE PROGRAMME
To ensure that effective WHO country presence is established to implement WHO country cooperation strategies that are aligned with Member State’s health development agendas and emergency/resilience programmes, and harmonized with the United Nations country teams.
DESCRIPTION OF DUTIES
The incumbent will perform the following duties:
-Conduct programme planning for the Reproductive Health (RH) component of health systems, based on technical advice to local authorities on defining priorities and national strategies.
-Promoting effective communication to build partnerships and networks with stakeholders and ensuring effective collaboration between priority programmes.
-Participate and advocate in major national activities involving strategic planning, programme reviews, resource mobilization and national stakeholder meetings. Analyze and evaluate best practices from a variety of RH databanks and information. Identify hazards and disease sources and provide recommendations concerning appropriate response to identified risks, and implementation of preventative measures.
-Prepare progress reports, briefings, proposals, communications and advocacy documents required for strategic decision making.
-Coordinate with all necessary stakeholders to facilitate the functioning of Government-WHO collaborative programmes in reproductive health. Participate in the development of inter-sectorial development programmes as well as supervision and coordination of the inter-sectorial teams on reproductive health related activities in line with the devolution plan of the government.
-Advocate for and engage in capacity building in the area of reproductive health and the related areas.
-Contribute to the development and implementation of the agreed RH annual work-plan; and ensure its compliance with the National Programme;
-Supervise the use of project funds, ensuring the funds are used appropriately and efficiently, and ensure the completion of the required documentation including the submission of quarterly work plan and Financial Forms.
-Undertake regular field visits to monitor programme implementation at central and hubs levels.
REQUIRED QUALIFICATIONS
Education
Essential: First level university degree is required in Medicine or Public Health.
Desirable: Master’s Degree in Reproductive health or Public Health
Experience
Essential: At least 5 years of progressively responsible professional experience on reproductive health development capacity and policies linked to high quality of reproductive health care programmes. Experience in capacity building and demonstrate knowledge of health sector activities in the context of emergency response relief.
Desirable: Knowledge of WHO mandate and goals or experience in UN Organizations, international institutions or NGOs is considered an asset.

REMUNERATION
Remuneration comprises an annual base salary starting at USD 68,565 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
