External and Corporate Relations Vice Presidency (ECR)

The mission of External and Corporate Relations (ECR) is to help deliver financial and political support for the World Bank Group, strengthen the Bank Group’s role as a global thought leader in development by enhancing and safeguarding its reputation, and supporting operational teams to achieve country outcomes. ECR manages corporate communications and global engagement with key stakeholders, including media, civil society, foundations, private sector, donor countries, and international organizations, as well as employee engagement. ECR also manages strategic communications for the World Bank’s Regions and Global Practices/Development Economics Department and leads the management of reputation risk.
ECR Partnerships and Practice Groups Department (ECRPG)

ECR’s Partnerships and Practice Groups department builds relationships with external stakeholders and guides the external outreach, engagement and positioning of WBG thought leadership to help deliver development outcomes and country impact.

ECRPG manages communications and engagement within the World Bank’s four Practice Groups and the Development Economics Vice Presidency. Through its Engagement and Partnerships team, it guides strategic engagement with civil society, faith-based organizations, parliamentarians, philanthropic organizations, private sector, local communities and drives advocacy and campaign initiatives—all with a view to helping the Bank Group deliver on its mission. ECRPG teams working in the Practice Groups operate across the Global Practices-Regional-Corporate nexus, to drive momentum for global issues to deliver stronger country outcomes and keep attention on the most pressing development issues of our times.
 
Within the ECRPG team, ECREF is the division that provides strategic communication guidance to the Equitable Growth, Finance and Institutions Practice Group (EFI) and the Development Economics (DEC) department. The EFI Practice Group encompasses four Global Practices: Governance; Finance, Competitiveness & Innovation; Macroeconomics, Trade & Investment; and Poverty & Equity. The Development Economics Department leads the Bank’s research and data work and is responsible for a number of flagship publications.
 
The ECREF team works to ensure that high impact strategic communication approaches, aligned to EFI, DEC and corporate priorities, are deployed across the Practice Group, Global Practices and DEC. This includes a focus on strong messages, stakeholder engagement, reputation risk management, leadership communications, and advocacy.
 
ECREF is seeking a seasoned communications professional to work as the EFI Leadership Communications Lead (Senior External Affairs Officer), reporting to the ECREF Manager and working closely with EFI leadership. 

Responsibilities

As a member of the ECREF team, the EFI Leadership Communications Lead will oversee strategic engagement on priority issues for the EFIVP.
 
The Lead’s main role is to plan, develop, and implement effective communications and outreach strategies for EFI leadership. The Lead’s responsibilities include, but are not limited to:
 
-Design and implement a communications plan that leverages the EFIVP’s voice to position EFI on priority issues through messaging. stakeholder engagement, advocacy, risk scanning and management.

-Monitor and analyze current events and public and press opinion. Advise the EFIVP and leadership on trends, news developments, or changing/unexpected circumstances that may impact the VP’s work and help to determine appropriate strategic responses to address them.

-Manage media relations for the EFIVP by identifying speaking opportunities; pitching stories; and handling incoming media queries.

-Develop and/or oversee development of an array of communications products for the EFIVP, including briefings and speeches; op-eds; blogs; etc.

-Work in close partnership with the digital communications teams to ensure a strong digital presence for EFI priorities. 

Selection Criteria

Experience in communications advisory to senior management, exposure to macroeconomic and fiscal topics, and a strong track record in writing/editing, placing and supporting dissemination of op-eds and economic work are highly desirable.

Demonstrated experience with proactively positioning issues and identifying impact externally and internally, developing impactful messaging, stakeholder engagement, media engagement and managing reputational risks and issues.

Exceptional ability to write and edit in English for a wide range of communication products, with experience conveying complex ideas in a clear, direct, and lively, (non-academic) style. Excellent oral and written communication and presentation skills.

Good understanding of development and the World Bank, its policies, and operations; up-to-date knowledge of current economic issues, and ability to identify communications-related risks and opportunities.

Effective people skills; proven experience in working as both a leader and a member of the team in a multicultural environment.

We require a relevant mix of education and experience: master’s degree with 8 years of experience or equivalent combination of education and experience in a relevant discipline (communications, journalism, international affairs, or other related fields).
