Purpose of the post
The post reports to the Chief of Field Operations (P5) and is responsible for planning, implementing, and evaluating UNICEF programs within the assigned zone. Duties include assessing the needs of vulnerable women and children, proposing interventions, coordinating with stakeholders, managing staff, identifying capacity-building opportunities, budgeting and procurement, advocating for community involvement, monitoring program implementation, and preparing reports.
Summary of Major Duties and Responsibilities:
- Continuously monitor, assess, and analyze the needs of vulnerable women and children, propose interventions, and identify implementing institutions and community groups.
- Collaborate with government officials, NGOs, and UNICEF colleagues to plan, manage, and prepare project proposals, action plans, and work plans for UNICEF interventions.
- Supervise and coordinate staff activities in the zone and assigned outposts.
- Study the strengths and weaknesses of collaborating institutions, government entities, NGOs, and community groups, and recommend capacity-building strategies for UNICEF.
- Prepare budgets, draft supply and cash requisitions, and facilitate prompt procurement, arrival, and distribution of program assistance.
- Collect and assemble accounting and other documentation, authorize expenditures, and certify receipts for cash advances.
- Negotiate with government officials, NGO representatives, and community leaders to maximize community involvement and advocate for cost-effective, technological interventions benefiting vulnerable children and women.
- Monitor political and economic developments, oversee program implementation stages, and prepare comprehensive contributions to reports as required.
To qualify as an advocate for every child you will have…
- Advanced degree (master’s or higher) in social sciences, business administration, public health, communication, or related fields.
- Minimum of 10 years of progressive experience in program management, planning, monitoring, and evaluation at national and international levels.
- Developing country work experience and/or familiarity with emergency is considered an asset.
- Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
