RESPONSIBILITIES:

  • Plan and guarantee the quality implementation of activities at the municipal level and in the communities with which IRC is working, through regular visits to the places where the programs are located, thus guaranteeing the quality and correct monitoring of the strategies.
  • Provide training and mentoring to community focal points following a plan created for the duration of the contract.
  • Provide technical recommendations on how best to address the protection needs of people on the move and people at risk through  implemented activities.
  • Make implementation monitoring reports and visits to municipalities.
  • Provide support for the municipality’s focal points by following activities and monthly visits to the intervention sites of implementing partners or allied institutions.

Technical Quality

  • Support the roll-out of the program at the community level, ensuring the correct structures are in place prior to implementation (e.g. bypass pathways, mapping of safe spaces, etc.).
  • Provide relevant trainings to community focal points prior to implementation (training needs to be identified through baseline assessment).
  • Ensure that community focal points are equipped with referral and information management systems for the appropriate identification and referral of cases of people at risk of being harmed and forced to move, and that these processes are activated in a timely manner, so in accordance with best practices and IRC policy.
  • Identify additional training needs while implementation is underway.
  • Work closely and coordinate with IRC focal points or other organizations, ensuring that community referrals have the necessary follow-up.
  • Ensure regular communication with the Protection Manager to integrate appropriate technical priorities into program design, to provide recommendations on program adjustments based on achievements and challenges encountered at the community level.

Supervision and Development of Personnel

  • Support with the identification of municipal focal points for coordination of protection activities
  • Supports community focal points through frequent visits through mentoring.
  • Be actively alert to any security problems for municipal and community focal points or beneficiaries. Together with the IRC Security manager recommend mitigation strategies.
  • Assume leadership when expansion of the community protection component of the program is required and promote expansion to new geographic areas
  • Maintain open and professional relationships with local stakeholders and IRC team members, promoting a strong team spirit.
  • Ensure timely completion and submission of monthly hours worked reports and annual work performance reviews.

Grant Planning and Implementation

  • Support the implementation of the protection project and ensure compliance with work plans and monitoring and evaluation plans by implementing partners.
  • Contribute to proposal development activities, recommending the best way to continue the implementation of community-based programming, ensuring that different local contexts are taken into account.

Grant Monitoring and Reporting

  • Ensure municipal monitoring and modifications as necessary.
  • Monitor and consolidate information collected from community visits.
  • Weekly and monthly report of beneficiaries served by implementing partners.

Partner Management

  • Develop and maintain effective working relationships with implementing partners and community focal points.
  • Ensure regular mentoring is provided to community focal points to achieve established project objectives.

Coordination and Representation

  • Actively develop and maintain effective working relationships with key stakeholders at the community level, coordinate to ensure universal protection standards, protocols (referral systems, data management systems, care pathways, public and municipal policies etc.) implemented and applied in all program coverage sites.
  • Regularly attend coordination meetings at appropriate levels to contribute to the management and support of humanitarian assistance to people at risk in all agencies at the different program sites (municipal level).

Others

  • Constantly monitor and evaluate cases referred to implementing partners; Promptly report concerns or incidents to IRC Safeguarding Management and liaise with trusted community leaders and other external parties as necessary to maintain and/or improve delivery for IRC programs.

 

Qualifications

 

  • Professional Graduated with a degree in Psychology, Social Work, Communications, Education, Law, Human Rights or some area related to Social Sciences.
  • With 4 years of work experience in community development and preferably humanitarian programming.
  • Understanding of humanitarian principles and programming to support populations affected by violence.
  • Experience facilitating technical training and workshops related to basic assistance needs
  • Proven capabilities in alliance management, and providing technical support and training to teams working for implementing partners.
  • Ability to organize work, meet deadlines, prioritize work under pressure, coordinate multiple tasks, and maintain attention to detail
  • Excellent interpersonal and problem-solving skills, creativity and flexibility. Works well and promotes teamwork, comfortable in a multicultural environment, flexible and able to handle pressure well.
  • Advanced level of spoken and written English language.
