JOB DESCRIPTION

The purpose of the ICT Officer position is to support the daily execution of the functions of design, development, implementation, updating if warranted and support of digital tool solutions in the NRC office in Bogotá in the ICT area for the operation of the organization in Colombia, Ecuador and Panama.

RESPONSIBILITIES

General Responsibilities:

  1. Ensure compliance with the policies, tools, manuals and guidelines of the NRC and partner organizations in the innovation project.
  2. Advise, guide and develop the project team on relevant topics (including but not limited to): technology, automation and integrations as a focal point for new and existing solutions.
  3. Collaborate in interdisciplinary work teams, with partners and external suppliers.
  4. Ensure that the platform’s technology stack is fit for purpose.
  5. Improve the capture, quality, availability and transparency of data relevant to the logistical processes of the different humanitarian organizations participating in the project.
  6. Prepare and develop status reports required by management.
  7. Ensure proper filing of platform documentation. Write clean, testable and efficient code.
  8. Support the design, implementation, update and support processes of ICT (Information and Communications Technology) tools for the development of activities related to the development of the logistics platform of the humanitarian sector in Colombia. 
  9. Implement innovation initiatives in accordance with the organizational standards, policies and procedures of the ICT infrastructure that support the operations of NRC and the partner organizations in the project. 
  10. Implementation of changes in the infrastructure of systems established by the project team, in processes of development of new functionalities and continuous improvement of existing ones. 
  11. Contribute to the technical architecture design of the project.

 

Specific responsibilities: 

  1. Support for the implementation of the information system related to the supply chain of the humanitarian sector in accordance with the ICT standards of the NRC and partner organizations. 
  2. Work proactively with the project manager, ICT Team Leader, Logistics Management, ICT Management and partner organizations, for the development and implementation of tools and services required for the operation of the solution that responds to the needs of humanitarian organizations working in Colombia. 
  3. Carry out periodic tasks for managing relevant information for the production of database reports in coordination with the project team.
  4. Advice to the project team for the best technological standard in the development of their activities in accordance with ICT standards and policies, using the standard tools, programming languages ​​and recommended frameworks (full stack ReactJS / NodeJS / Typescript (H/F) )
  5. Provide technical and problem-solving support to guarantee the operation of the project’s information and innovation system solutions, addressing related requests (requirements and incidents) via the NRC Help Desk system. 
  6. Support in the deployment and scaling of the developed tools.
  7. Training for NRC personnel and partner organizations in the use of the developed tool.
  8. Management of login accounts to the NRC and partner organizations systems, to guarantee the appropriate assignment of rights to user accounts, so that they have access to the tools and access required by each organization.
  9. Database management in PostgreSQL for the platform.
  10. Infrastructure Management in Azure to guarantee the correct functioning of the platform services.
  11. Other assigned tasks that are related to technological development and information systems management. 

QUALIFICATIONS

Education:

  • Engineering professional with a minimum of three (3) years of experience in similar positions.

Generic skills for this position: 

  • Minimum work experience of three (3) years in similar positions.
  • Verifiable experience related to the responsibilities of the position.
  • Basic knowledge of English.

 

Specific competencies, skills, knowledge and experience:

  • Advanced knowledge in tool development in: 
    • Back: Typescript, NestJS, TypeORM, PostgreSQL
    • Front: ReactJS, React Native, Redux, NextJS, SCSS, React Offline, db.js/dexie/localforage/indexeddb-orm
    • Architecture: Microservices, API Gateway, docker/kubernetes, Keycloak, RabbitMQ, Github, OpenAPI, Lerna, Dredd, Jest
    • Optional knowledge: Java (Jboss / Quarkus), FreeMaker Template Language, Golang
  • Experience in database implementation and management.
  • Knowledge of Agile methodologies for the development of software projects.
  • Knowledge of design focused on user experience (UX). 
  • Knowledge of server management in AWS and Azure.
