Functional Responsibilities
2. Purpose and scope of the assignment
Under the guidance and supervision of the Head of Support Services / Support Services Manager, as well as technical guidance from IPAS HR, the Senior Human Resources Assistant is responsible for providing technical support and administrative support to the processing, registration, completion, Timely monitoring and maintenance of transactions and processes covering the set of Human Resources Management service lines in accordance with UNOPS human resources standards, regulations and policies for optimal employee and talent management. He/she may serve as the first contact for internal and external clients to resolve questions regarding standard and routine processes and procedures and provide guidance and information related to human resources initiatives and services to a wide range of UNOPS clients.
The Senior Human Resources Assistant works closely with program, project and support services colleagues at the local level and with UNOPS Headquarters and Regional Office colleagues to share information and ensure consistent service delivery.

Qualifications and experience
A. Education
o Completion of secondary (high school) studies is required.
o A college degree (bachelor’s or master’s degree) is desirable and may replace some of the required years of experience. Degrees in Administration, Human Resources, Organizational Psychology or other related degrees are desirable.
o Similarly, a technical level diploma in a relevant area may substitute some of the required years of experience.

B. Experience
o Minimum of five (5) years of relevant experience (or less, depending on academic credentials) in an international and/or national organization in the provision of advisory, recruitment and/or generalist human resources services.
o Experience in Recruitment and Selection is desirable.
o Experience in personnel administration (personnel records, contracts,
payrolls) is desirable.
o Experience in organizations of the United Nations system is desirable.
o Proficiency with computers and office software packages is required. Experience in Google Suite desktop work tools is an advantage.
o Experience using human resources information systems, enterprise systems, including OneUNOPS is desirable.
C. Language
o Fluency in the Spanish language is required (oral and written level).
o Fluency in English is desirable. Intermediate level of writing and reading is required.
