Qualifications

Scope/job description

Based in Tapachula, the ECEC Manager is responsible for supervising the ECEC teams at various locations where IRC offers services in Mexico. ECEC teams reach out to vulnerable displaced people to help them access a range of support services aimed at protection, rights realization, social inclusion and potential economic development.

Reporting Lines

-This position reports to: Senior Program Management

-This position reports to: Senior EAPI officers based in Tapachula and CDMX; accompanying officers based in Palenque.

Main responsibilities

Project supervision

– Hold periodic virtual meetings with the different areas to manage the execution of the project, guaranteeing that the provision of services conforms to the project design and technical standards; Proactively report any issues to supervisor.

– Contribute to work plans, acquisitions and expenses for project subsidies.

– Guarantee the effective use of resources, adjusting expenses to budgeted activities and results.

– Monitor and support relationships with local partners, to include suppliers along the referral pathway.

– Supervise quality assurance measures in the execution of the project.

– Participate in program development and design processes.

 

Personnel management

– Support the hiring of sector personnel in collaboration with Senior Program Management.

– Orient new staff to IRC programs.

– Provide ongoing supervision, mentoring, training and technical support and guidance to staff, and ensure that all adhere to best practice principles in all aspects of program delivery.

– Provide on-the-job training to improve the performance of ECEC team members.

– Ensure that staff understand and follow the IRC way of working.

– Document performance in accordance with the IRC Performance Management System.

– Ensure timely completion and submission of monthly timesheets, probationary period reviews, one-on-one sessions, performance and talent review process.

– If necessary, identify staff performance issues and work with Human Resources to document and address them following Employee Handbook Policies.

– Assume responsibility for discussing expectations, performance and work objectives informally and quarterly with all staff and as part of the Annual Performance Planning and Appraisal Process.

– Comply and act in accordance with IRC Global HR Policies and Procedures.

– Comply with and uphold the IRC Way standards of professional conduct.


Communications and reports

– Ensure that project data systems are maintained in accordance with technical standards.

– Prepare periodic update reports on project activities and submit them to the supervisor on time.

– Collect data for periodic donor reports assigned by the supervisor.

– Ensure proper visibility of the program and donors at project sites.

– Lead data analysis and interpretation exercises with the project team.

 

Coordination and networking

– Ensure effective working relationships with government agencies, donors and partners to ensure appropriate representation and collaboration.

– Represent the IRC in working and coordination group meetings.

– Participate in internal strategic planning.

 

Professional performance

– Serve as an example of the IRC Way: Standards of professional conduct.

– Perform other related tasks as assigned.

 

Qualifications or Requirements

Education and/or technical requirements

– University degree in social sciences, or related, relevant experience in the field will be considered.

Work experience

– A minimum of 3 years of experience in protection programming with progressive increase in project supervision responsibilities.

– 2 years of experience managing a professional team.

– Demonstrated ability to work with people from different backgrounds.

– Be able to manage situations diplomatically until they are resolved.

– Solid management, interpersonal and negotiation skills, capable of promoting harmonious/cohesive teamwork in a cross-cultural context.

– Ability to work under pressure, meeting deadlines and with employees of all levels.

– Dominio de MS Word, Excel y PowerPoint.

– Native knowledge of Spanish.
