Duties and Responsibilities

Aim 

The main objective of this consultancy is to generate analysis and collect information that allows the preparation of

knowledge products that show the level of integration of the gender perspective, the challenges for its integration, as well as recommendations and tools that promote its integration in initiatives/processes and humanitarian action plans, as well as the strengthening of the Groups of Gender Work of the country’s Humanitarian Team at the national and territorial level.

Scope of objectives

The owner is expected to carry out the responsibilities and activities necessary for the delivery of the products described below in order to achieve the objective(s) of the consultancy.

These responsibilities will include:

  • Review international instruments and current national regulations on women’s human rights, gender equality, centrality of protection, PSEA and humanitarian action to define the indicators that will measure the level of integration of the aforementioned topics in humanitarian action.
  • Review the institutional systems/mechanisms/instruments for collecting, recording and analyzing information, to verify that the collection, recording and analysis process includes the gender perspective.
  • Prepare knowledge products that provide information on the level of integration of the gender perspective in the sectors of humanitarian action, including their tools, documents and implemented actions.
  • Prepare tools and documents that guide humanitarian actors to integrate the gender perspective into their actions.
  • Carry out knowledge transfer processes to the sectors of humanitarian architecture in matters of gender, centrality of protection, violence against women.
  • Maintain effective coordination with UN Women to reach the products in the required times, as well as warn of important risks that may generate deviations in the scope of the objective of this consultancy.
  • Make the technical documents generated during this consultancy available to UN Women, in PDF version and editable version.

Deliverables

The specifications regarding each product requested, the number of days and the deadlines will be negotiated and agreed with UN Women and the consultant, on a case-by-case basis. Prior to the start of each job, the consultant must confirm his/her availability in written acceptance to perform the tasks assigned by each request and/or order. The consultant will commit to doing what is necessary to be available to perform the assigned tasks.

Way to pay

Payment will be disbursed after delivery of the products, previously approved by UN Women and upon delivery of the invoice duly authorized by the Superintendence of Tax Administration -SAT-. Tax payment will be made through a certificate of exemption issued by the SAT online system, for the amount of tax charged on the invoice. The consultant is responsible for paying taxes to the SAT; or through a signed Certificate of Payment (COP).

The “Retainer” contracting modality implies that the consultant will be hired for service with a daily rate determined in his/her contract. Financial commitments will be established each time services are requested under the framework contract based on the fixed rate, through the management of a purchase order agreed upon between the parties specifying the scope, products and expected results and approved purchase order, as an indication. of the beginning of the provision of services. A cumulative maximum will be established and will remain as the upper limit and should not be construed or understood as a financial commitment or a guarantee of business volumes. For each payment, an invoice must be submitted detailing the product delivered and the number of business days.

The SSA contract determines the inclusion of all costs (all-inclusive); The Organization will not assume additional costs or benefits to the fees for services. Therefore, it is the consultant’s responsibility to have medical insurance for the contract period and it is recommended that it include medical coverage for illnesses related to COVID-19. Medical coverage must be international in cases where the contract requires international missions or assignments.

If selected for this vacancy, proof of medical coverage will be required to be presented within the first two months of the contract.

Supervision and performance evaluation

The consultancy will be managed by UN Women Guatemala. The supervision of this consultancy will be carried out by the officer/coordinator/officer in charge/Representative/focal point of the Area that requires the service. The Consultant is not a United Nations official and will carry out the activities related to her consultancy virtually, from his/her own workspace in accordance with what was agreed in the work plan.  

Three months after the consultancy begins, an evaluation of the performance of the selected person and the products produced will be carried out, and if it is not favorable, the contract will be terminated by mutual agreement within the following 30 days.

For the proper development of the consultancy, the supervisor will provide the consultant with the existing documents and information that UN Women has available related to the consultancy topics. It is the consultant’s responsibility to obtain primary and secondary information from other sources, if necessary.

The consultant will maintain permanent coordination with the supervisor for effective execution and development of the products requested from this consultancy. As well as, it will provide information as requested within the framework of the terms of reference.

Intellectual Rights, Patents and Other Property Rights

The right to equipment and supplies that may be provided by UN Women to the consultant for the performance of any obligation under this contract shall remain with UN Women and such equipment must be returned to UN Women upon termination of this contract. or when it is no longer necessary for the consultant. Said equipment, when returned to UN Women, must be in the same condition as when it was delivered to the consultant, subject to normal deterioration. The consultant will be responsible for compensating UN Women for damaged or damaged equipment regardless of its normal deterioration.

UN Women shall be entitled to all intellectual property and other proprietary rights including but not limited to: patents, copyright and trademarks, in relation to products, processes, inventions, ideas, know-how, documents and other materials that the consultant has been prepared or collected in consequence of or during the execution of this consultancy, and the consultant acknowledges and agrees that such products, documents and other materials constitute work carried out pursuant to the contract of UN Women. However, in the event that such intellectual property or other proprietary rights consist of any intellectual property or proprietary rights of the consultant: i) that existed prior to the consultant’s performance of his/her obligations under of this contract, or ii) that the consultant could develop or acquire, or could have developed or acquired, regardless of the performance of its obligations under this contract, UN Women will not claim and should not claim any ownership interest in the same, and the consultant will grant UN Women a perpetual license to use such intellectual property or other proprietary right solely for the purpose and requirements of this contract.

The selection process will be carried out through a competitive profile evaluation process, in which a formal verification is first carried out that the applications comply with the documentary evidence to be examined and the minimum requirements established for the consultancy. Then, the technical evaluation of the applications received is carried out, which will be qualified based on technical requirements established in the following qualification table
