Duties and Responsibilities

1. Contribute technically to the development of program strategies in the area of ​​EVAW.

  • Provide substantial input into the design and formulation of program/project proposals and initiatives.
  • Identify areas of support and intervention related to the program.
  • Work closely with other units to develop synergies and coordinate the implementation of field activities.

2. Provide substantial technical support to the implementation and management of the EVAW program.

  • Provide technical input to the annual work plan and budget.
  • Lead the implementation of program activities.
  • Lead the coordination of the call/request for proposals, including the organization of technical review and partner capacity assessment committees.
  • Review, coordinate and monitor the submission of financial and narrative reports from implementing partners.
  • Train partners on results-based management and monitor implementation.
  • Coordinate with internal and external resources to ensure projects remain within scope, time and budget.
  • Monitor the progress of projects on an ongoing basis and, if necessary, revise the scope, schedule or budget to ensure project requirements can be met.

3. Provide technical assistance and capacity development to project/program partners.

  • Coordinate and provide technical support in the implementation of program activities.
  • Develop technical knowledge products.
  • Maintain relationships with national partners to support the implementation and expansion of the EVAW program.
  • Identify partner capacity building opportunities and facilitate technical/programmatic support and training to partners, as needed.

4. Provide technical inputs to program/project monitoring and reporting.

  • Track progress of activity implementation and finances using results-based management tools.
  • Write reports on monitoring missions, program results, outputs and outcomes.
  • Provide substantial input into the preparation of donor and UN Women reports.
  • Ensure the quality and timeliness of the reports from the various program partners.

5. Provide substantial technical inputs to the people and financial management of the EVAW program.

  • Monitor budget execution and make budget realignments/revisions, if necessary.
  • Provide substantive input to financial reports.
  • Monitor all budgetary expenditures and ensure they are eligible and chargeable in accordance with procedures.

6. Provide substantial contributions to the creation of partnerships and resource mobilization strategies.

  • Provide substantive inputs into resource mobilization strategies; analyze and maintain information and databases.
  • Prepare relevant documentation such as project summaries, conference papers, briefing notes, speeches and donor profiles.
  • Participate in donor meetings and public information events, as a delegate.
  • Contribute to the identification, evaluation and strengthening of partnerships relevant to the program.

7. Provide technical support to inter-agency coordination on EVAW to ensure coherence and alignment of UN Women programs with other partners in the country.

  • Provide substantial technical support to the Program Specialist on activities related to inter-agency coordination by writing background reports and briefing notes.

8. Provide substantial contributions to advocacy, knowledge building and communications efforts.

  • Develop background documents, briefs and presentations related to EVAW.
  • Coordinate and organize advocacy campaigns, events, trainings, workshops and knowledge products.
  • Coordinate the development of knowledge management methodologies and products on EVAW.

Required Skills and Experience

Education: 

  • Master’s degree or equivalent in Public Administration, Business Administration, Economics or a related field is required.
  • An undergraduate university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • Certification in project/program management would be an added advantage.

Experience: 

  • At least 2 years of progressively responsible professional experience in development program/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building;
  • Work experience in the fight against gender-based violence and the protection provided to victims is required.
  • Experience coordinating and liaising with government agencies and/or donors is an asset.

LANGUAGES: 

  • Fluently spoken and written French is required.
  • Speaking and writing in English is an asset.
  • Speaking a local language of Mali is an asset.
