I.           RESPONSABILITES

Program management

·     Based on the work plan, develop monthly schedules; together with the Child Protection team, develop weekly schedules

·       Support teams to design the necessary terms of reference and budgets for the activities to be carried out

·    Supervise and monitor activities to ensure they are implemented on time, within budget and within donor and IRC guidelines

·      Ensure that the activities correspond to the criteria defined during the design of the activity and monitor that they will achieve the objectives as defined in the project documents; propose potential changes and alerts to the PE Coordinator to guarantee optimal standards

·    Carry out activity monitoring missions in the project intervention area; lead, monitor and support project teams in the field;

·       Develop and maintain a monitoring and evaluation plan, including systematic data collection and analysis to inform programming, reporting, fundraising and advocacy

·    Ensure the proper use of management, monitoring and evaluation tools by the teams

·        Consolidate and write weekly and monthly reports, and other project reports as requested

·    Ensure the archiving of project documents in electronic and physical format, taking into account the principles of confidentiality

Technical quality

·       Provide technical support to support quality implementation of project activities while respecting the best practices and policies of the IRC in terms of protection and the donor’s requirements, with the support of the PE Coordinator

·        I identify new needs and changes in the context affecting the situation of children, and propose ways to adapt and increase the project accordingly

·     Ensure ethical and meaningful data collection and ensure confidentiality principles

·  Ensure that activities meet the needs of particular groups and individuals

·       Ensure respect for the child’s participation in all activities, including consulting them regularly and proactively to support the quality and relevance of interventions

Team management

·   Ensure the execution of deadlines as well as the monthly submission of sheets, planning of leave, the development of performance objectives and the evaluation of staff 

·   Identify needs in terms of capacity building and propose solutions for the technical strengthening of the team

·       Support the recruitment of staff for child protection projects.

Operations

·       Develop purchasing plans and submit them for validation

·  Follow up on purchasing requests (PR), in collaboration with the Program Officer

·  Ensure that requests are made on time, taking into account the time required for final approval and provision of materials/services

·       Work with the operations and support departments to ensure that the project is implemented according to IRC and lessor procedures and in compliance with the security standards in place

Budget

·   Develop expenditure plans and other financial monitoring operations, and submit for validation

·    Ensure budgetary monitoring and control of expenditure on child protection projects for which he/she is in charge; check the coding before inserting them into the approval chain

·    Work with the finance department to ensure monitoring and control of program expenditures and disbursements and in monthly planning of financial needs

Coordination, partnership and representation

·       Develop and maintain good relations with other actors involved in the PE;

·       Lead advocacy initiatives to improve the situation of children 

·    Collaborate with PE coordination mechanisms for the implementation of child protection strategies

·     Participate regularly in Ituri Child Protection Working Group meetings and other relevant meetings responding to the priorities of the IRC and the PE program;

·      Have regular communications with local authorities according to the planning of project activities

Contribute to the ongoing analysis of the situation and the improvement of project strategies

·      Work in close collaboration with the monitoring & evaluation team in order to propose to the PE Coordinator potential new needs identified in the field

·      Contribute to the documentation of lessons learned and good practices experienced during the implementation of the project for continuous improvement and capitalization of activities

Others

·       Keep abreast of the child protection situation and developments within communities and surrounding areas

·     Report any concerns, trends and updates in child protection and within the community and surrounding areas to the supervisor

·        Promote and adhere to the principles, objectives and code of conduct of the IRC

·      Act both professionally and personally in a way that brings honor to IRC and does not compromise its humanitarian mission

·       If necessary, provide translation and interpretation during meetings, training and/or documents for better understanding of all staff

Carry out any other task requested by your supervisor allowing the program to progress properly.

 

Qualifications

 

·    Bachelor’s degree or equivalent in social sciences, social work, law, or other relevant related disciplines;

·    6 years of professional experience with similar functions in implementing emergency child protection projects, ideally with a mobile approach

·    Experience working on children’s issues, particularly children affected by conflict, in psychosocial distress) and other vulnerable children, case management

·     Experience with implementing programs with adolescents and parenting programs targeting their parents/guardians

·     Experience in working with community structures  and state supervisory services

·        Experience in managing teams as a supervisor, manager

·        Experience working within an international NGO is an asset

·        Good computer skills (Word, Excel, Power Point)

·        Good ability to write clear and concise reports

·    Very good planning and organizational skills, and make recommendations for improvement

·   Creative and innovative, but also flexible and able to create networks, Qualities: Dynamism, flexibility, patience and reliability;

·        Positive, highly motivated, with strong interpersonal skills

·        Positive and professional attitude, including the ability to work well in a team

·        Be prepared to work in an unstable and dynamic context

·        Willingness to travel to IRC project areas.

·      Sense of responsibility and ability to correctly manage sensitive or confidential information.

·        Fluency in French and Swahili .
