Duties and Responsibilities
1. Fleet Management
- Plans day-to-day operations of the UN RPP car fleet, assigns vehicles and drivers to support specific trips and missions as requested by UN RPP personnel, and ensures compliance with UN safety and security rules and regulations;
- Assists in the development of ConOps and mission plans, including the allocation of vehicles and equipment, as well as logistical arrangements;
- Coordinates the work of drivers; schedules mandatory training for UN RPP drivers, ensuring it is conducted in a timely manner; organizes induction training for UN RPP personnel in the area of transport; provides briefings and/or training to junior / newly appointed staff as needed;
- Monitors fuel consumption to ensure it is in line with the milage of UN RPP cars, prepares fuel consumption reports, and ensures that fuel cards are re-filled on time;
- Prepares statistical reports on usage/distribution of vehicles;
- Oversees and renews vehicle insurance;
- Acts as the primary point contact in case of traffic accidents involving UN RPP vehicles and maintains accident case files; ensures prompt compliance with rules and regulations in the event of accidents, working in close cooperation with the RPP Field Security Specialist and Field Security Officer to take necessary immediate actions;
- Provides comprehensive logistical support, including all necessary provisions for large programme missions; coordinates logistics operations with UN agencies and other counter-parts;
- Participates in the inventory process related to the fleet of vehicles;
- Ensures proper filing and archiving of documents related to the fleet management.
2. Vehicle Maintenance and Repairs
- Plans and arranges regular maintenance, minor and capital repair of all UN RPP soft-skin and armored vehicles to ensure that the vehicle fleet remains in the best possible technical condition, keeps record and updates the data on repair and maintenance of UN RPP vehicles;
- Acts as the technical focal point with local suppliers regarding matters within the scope of responsibilities, including fuel suppliers, vehicle spare parts providers, service stations, GPS companies;
- Physically oversees and supervises vehicle diagnostics, maintenance, and repairs of UN RPP vehicles conducted by car maintenance service providers;
- Performs first-line vehicle service/repair assessment;
- Provides information to the Administrative Associate and Field Operations Manager on optimizing costs associated with the maintenance and repair of official vehicles;
- Assists Administrative Associate and Field Operations Manager in preparation of budgets related to maintenance and repair of UN RPP vehicles;
- Prepares UN RPP vehicles for winter/summer seasons including changing tires; advises UN RPP drivers on necessary actions for winter season preparedness;
- Prepares newly arrived official vehicles for use, ensuring they are fully equipped with necessary security, communication equipment, and vehicle accessories in accordance with UN internal policies.
3. Provision of reliable and secure driving services (when required)
- Drives UN vehicle for the transportation of UN personnel and visitors, including possible overnight trips, and during security phases;
- Ensures the delivery and collection of mail, documents, and other items.
4. Administrative-clerical services:
- Provides clerical support to operational and programme activities;
- Collects needs and provides input for procuring low-value goods and services upon request of the supervisor, including vehicle consumables, small spare parts, office stationery etc.
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
Institutional Arrangement
The Transportation Assistant-Driver will carry out assigned tasks under the direct supervision of the Recovery and Peacebuilding Field Operations Manager, overall guidance and oversight of Programme Manager and in close collaboration with other members of the UNDP team.

Required Skills and Experience
Education:
- Secondary Education is required. A university degree will be considered an advantage but is not required.
- Valid driving license of B and C categories is required.
Experience:
- Minimum 5 years of professional driving experience in combination with experience in administrative/clerical office support is required.
Required skills:
- Knowledge of driving rules and regulations and skills in minor vehicle repair.
- Experience in the usage of computers and office software packages (MS Word, Excel) is required.
- Knowledge and practical skills of working with transport regulations (vehicles registration, licensing, etc.)
Desired skills:
- Prior experience in car repair and maintenance will be considered a strong advantage.
- Previous experience in administration, procurement, logistics, transportation, machine manufacturing or related areas will be considered an asset.
- Experience in driving armored vehicles will be considered an advantage.
- Prior experience of working with UN or other international organizations and/or projects will be considered an asset.
Required languages:
- Fluency in the national language of the duty station is required for local personnel.
- Working level of English is required
Professional Certificates:
- Valid Ukrainian driving license categories B and C (soft skin and armored vehicles up to 5,500 kg) is required.
- Valid driving license category D is an asset.
