Duties and Responsibilities
The Training Associate will work under direct supervision of the National Project Coordinator (NPC) of SCALA project and under overall guidance of the Climate change programme to work in tight collaboration with the NDC in-country facilitator and focal points of NDC at the Ministries, UNDP CO, FAO SCALA focal point, and will work alongside NDCP Support Unit Country Team. Recognizing the importance of local and traditional knowledge, the Training Associate serves as the bridge between the SCALA, NDCP Support unit, Government of Mongolia and implementing partners (IPs) in the country.
The following responsibilities are part of the Training Associate role in Mongolia:
Develop annual capacity building and training program for NDC implementation
- Develop and advance a methodology and approach to map and identify capacity-building needs for the NDC implementation
- Lead the mapping processes to identify the training and capacity-building needs for the NDC implementation, including each of the sectoral needs
- Ensure the mapping of all training needs, plans and activities are conducted in full consultation of the relevant administration of targeted groups
- Develop and advance annual capacity building and training program, including the design and development of training courses, learning, and guidance materials with relevant sectoral agencies on NDC implementation and other line agencies
- Coordinate training and capacity development/ communication content development works in agriculture and land use related climate adaptation with other UNDP projects such as ADAPT and ENSURE. Clear user guidelines developed for local community groups on adaptation activities in agriculture
- Prepare feedback questionnaires, reports, and statistics related to the training carried out, and assist in monitoring and evaluating the capacity development and training program
- Establish and manage partnerships with experts and training institutions to support the development and implementation of sector-specific training courses
- Provide information and regular updates to the NDC Focal Points, relevant CCD staff, and the Support Unit regarding training plans
- Develop terms of references for external and specialized training and prepare their procurement documents
Support and organize trainings and other relevant events
- Conduct training needs assessment under the capacity building and training program along with mapping process
- Provide capacity building support to partner agencies by undertaking information sessions and trainings
- Support in organizing national and sub-national internal, external and specialized trainings under the program
- Identify and lease with potential vendors, suppliers and other service providers in support of organizing meetings, conferences, workshops and other events under the capacity building and training program
- Ensure complete staff work related to the procurement of goods and services related to the organization of trainings and other events
- Support the NDC update process for enhancing goals related to priorities of the agricultural and land use sector through multi-stakeholder consultations under SCALA
- Support programmatic works of the Climate change programme and coordinate with UNDP Programme Analyst on Climate change.
- Ensures gender issues into the engagements and trainings
- Keep documentation, including maintain electronic folders on the documents, correspondence, reports, and provide written and oral translations when necessary

Required Skills and Experience
Education:
- Secondary education is required.
- University Degree (Bachelor´s degree) in environmental sciences, environmental management, policy development, climate change, communication or relevant fields will be given due consideration, but is not a requirement.
Experience:
- A minimum of 7 years (with Secondary education) or 4 years (with bachelor’s degree) of progressively responsible experience in a subject related to climate change, sustainable development, or environmental sciences; and in developing and implementing communications and knowledge management strategies for government organizations or project /programmes;
- Knowledge and previous experience with NDC and climate change is a must;
- Proven experience in developing training materials, procedures, guidelines, manuals and templates for reporting and verification practices;
- Strong communication skills to facilitate training and workshops, collating, analyzing, and writing up results for reporting purposes;
- Strong professional working capacity to use information and communications technology, specifically including website design and desktop publishing software;
- Proficiency in the use of computers and office software packages (MS Word, Excel, etc.) and advanced knowledge of spreadsheet and database packages.

- Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability
- Zero tolerance for any harassment, i.e. any offensive behaviour, words and actions, including sexual and psychological harassment, bullying, etc.
Language requirement:
- Fluency in English and Mongolian is required.
