Scope of work
The Gender Associate will provide necessary assistance to the management of the UNDP Office – Bolivia regarding its positioning as a strategic partner for the promotion of Gender Equality and the empowerment of women with both counterparts and key actors/partners. .
Likewise, it will provide technical assistance to the Program and Operations Units for the effective mainstreaming of the gender approach in the Office (policies and guidelines, procedures, human talent management, programs and projects, communications, knowledge management and accountability). On the other hand, she will technically assist at the programmatic/portfolio level in the application of the gender analysis instrument and action plan, and the due mainstreaming of gender equity and women’s empowerment, focusing on the development of the following functions:
1) Generate technical analyzes for advocacy and positioning of UNDP as a key partner for gender equality and the empowerment of women both with national counterparts and with multilateral and bilateral international cooperation organizations.
  • Assist the Inter-agency Gender Group of the United Nations System, communities of practice, knowledge exchange spaces and groups at the regional level, and other multi-sector groups at the national level.
  • Promote networks and synergies between the different key actors in the country (government institutions at the national or subnational level, civil society, private sector, social organizations, Agencies of the United Nations System and multilateral and bilateral donors) to promote and contribute to equality gender and women’s empowerment.
2) Manage, together with the Program and Operations Officers, the effective gender mainstreaming in the Office, the portfolio of projects in implementation and in the pipeline to implement gender equality and the empowerment of women in the Office with strategic partners.
  • Suggest technically, as well as generate and increase development capacities for gender mainstreaming in the Office, its programs and throughout the project cycle, especially in the theory of change, results framework, as well as the appropriate assignment of the marker of genre.
  • Help promote the mobilization of new projects and resources that have gender equality as their main objective.
  • Lead the implementation and monitoring of the implementation of the Gender Equality Strategy of the Country Office, its contribution to the Regional Strategy and the emblematic Gender Equality Solution with their respective corporate indicators.
  • Lead the implementation of continuous improvement processes such as the UNDP Gender Equality Seal and its dimensions.
3) Provide technical assistance at the programmatic/portfolio level in the application of the gender analysis instrument and action plan
  • Contribute to strategic planning (Integrated Work Plan – IWP) and national, regional and global reports regarding UNDP achievements, results and progress regarding gender equality and women’s empowerment.
  • Contribute to the periodic analysis/review of the project portfolio to review assigned gender markers.
  • Contribute to the development of gender indicators (at different levels) for project results frameworks, as well as the development of action plans for projects where donors have a gender equality and women’s empowerment mandate.
4) Develop, within the framework of your experience and technical skills, other activities assigned to you.
Institutional agreement
The Gender Associate will report to the Deputy Resident Representative and will work in close coordination with the Projects and Programmatic Units of the Office.

Required skills and experience
Education
  • Bachelor of Humanities (Secondary Education) is required.
  • University Studies (at Bachelor’s level) in Social Sciences, Economic Sciences, Political Sciences, Law, Development, Psychology or areas relevant to UNDP programming work will be favorably considered, but is not a requirement.
  • Postgraduate degree in Gender and/or Women’s Rights will be favorably considered.
  • Courses in development or international development cooperation or in international relations or in management of public policies, programs and projects or in human rights or related areas for UNDP programming work will be favorably considered.
Years of relevant work experience
  • Minimum 7 years (with a Bachelor’s Degree in Humanities) or 4 years (with a Bachelor’s Degree) of work experience in the management of development or social research programs/projects or in public policies in areas relevant to UNDP programming work.

  • Proven experience of working in strategic planning and/or continuous improvement processes regarding gender mainstreaming in public and/or private entities.
  • Recognized capacity and experience in coordination with multiple multidisciplinary work teams and specialists.
  • Basic knowledge of teleworking tools.
  • Intermediate/advanced knowledge of the application of systems under the Microsoft Office platform
Languages
  • Fluency in Spanish.
  • Knowledge of the English language (intermediate) will be favorably considered.
