Position Overview:
The IRC seeks a consultant to lead in the development of an approximately 8,000 word policy paper to support deliverables under the FCDO-funded Building Peace and Stability in Iraq (BPSI) Consortium. The consultant must have a strong working knowledge of the Iraqi context, with emphasis on social cohesion and peacebuilding in North and North central governorates of Federal Iraq.
The consultant will be provided with a comprehensive overview of the program, provided access to materials available, and supported with access to BPSI staff as needed. The consultant will be supervised by the Governance Coordinator and will be expected to provide weekly updates on progress.
The final policy paper must be delivered by March 14, 2023 and the consultant will be expected to manage their timeline accordingly. Consultant will be expected to provide a timeline within two weeks of commencing work, with a paper outline provided for review within four weeks of commencing work.
Main Responsibilities:
- Desk research including literature review and review of available IRC data
- Primary research including KIIs, FGDs, etc as needed to support production of policy paper (IRC will facilitate access to BPSI consortium staff as needed)
- Timeline and outline
- Draft and final versions of policy paper (in English)
- Executive summary (2 pages, including recommendations)
Qualifications
Job Requirements:
- Bachelor’s degree
- Ability to work competently in both Arabic and English, with strong skills in written English language
- Ability to work independently with strong attention to detail and timelines
- Background in social cohesion, peacebuilding, and Iraqi policies related to IDPs, integration, and resettlement efforts
- Previous research and field experience in Iraq on topics relevant to peacebuilding and policies related to IDPs, integration, and resettlement efforts .
- Strong analytical skills including use of qualitative data
- Safeguarding skills
