JOB DESCRIPTION

The Project Manager will work in close coordination with the Country Office Core Competency Specialists to support the development of country-wide Protection from Violence and UDOC strategies based on the outcomes of activities in their area of responsibility and on an updated protection analysis. The Project Manager will directly supervise a mixed team of Protection and UDOC staff. He/she will be responsible for managing all relevant budgets and all elements of the project management cycle. The position reports to the Area Programme Manager with technical supervision and support from the Protection from Violence and UDOC-SM Specialists at country level. The Project Manager will contribute to supporting a culture of accountability and high performance in the area.

What you will do:

Specialised Protection Services (Individual Protection Assistance and General Case Management)

  1. Train, mentor, and coach staff on general protection case management and Individual Protection Assistance, in line with NRC modalities, SOPs, and toolkit.
  2. Provide guidance and direction to teams to maintain quality service mapping and referrals.
  3. Provide area-based conflict-sensitive protection analysis and monitoring based on programmatic demands.
  4. Ensure maintenance and use of secure databases, filing systems, and storage of protection information management data, tools, and information, working closely with the Protection Specialist and Information Management Officer to ensure a user-friendly and data protection compliant database.

Civilian Self-Protection

  1. Lead the development and design of Civilian Self-Protection activities, identifying community groups and relevant stakeholders, and contributing to the contextualization of NRC Civilian Self-Protection (CSP) tools and guidance for the Ukraine context.
  2. Develop and support the roll-out of context-relevant trainings for Civilian Self-Protection partner organisations, including topics such as humanitarian principles and safe referrals.
  3. Work closely with the NRC Partnerships team to identify potential partnerships and build capacity of local actors, including through flexible mini-grants and other support modalities.
  4. Ensure capacity development of project staff and transfer key skills, including relevant safe and inclusive programming considerations.

Though Leadership (Monitoring, Analysis and Advocacy)

  1. Provide training, guidance and mentoring to conduct protection monitoring.
  2. Maintain protection analysis for the area covered to inform programme and strategy at area and country level.
  3. Represent NRC and contribute to protection sub-cluster and relevant WGs, as relevant.

Urban Displacement Out of Camp (UDOC)

  1. Liaise and collaborate with relevant local authorities and other key stakeholders, including NGOs and UN agencies.
  2. Ensure a timely and orderly roll out of NRC’s area-based UDOC program in the North, including assessing existing service providers operating in the target area, facilitating coordination mechanisms between stakeholders and displaced/returnee populations, supporting local authorities and civil society actors through capacity building, strengthening inter-agency referrals and complaint handling, and ensuring adequate access to key information by the conflict-affected population.
  3. Lead on an area-based approach in the North area, with support of the UDOC-Site Management Specialist
  4. Closely coordinate the UDOC response with Protection from Violence, ICLA, Shelter, Education, and LFS programming in the North as appropriate.
  5. Support the development of effective referral mechanisms in close collaboration with relevant stakeholders, including state actors.

What you will bring:

  • Minimum 3 years’ experience from a project management position in a humanitarian/ recovery context.
  • Knowledge and experience of Protection Case Management and Individual Protection Assistance.
  • Knowledge and experience of Civilian Self-Protection, community-based protection or community-led initiatives.
  • Knowledge and experience of Protection Analysis and Monitoring an asset.
  • Experience in managing projects in a durable solutions context.
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English, both written and verbal
  • Experience from working in complex and volatile contexts.
  • Valid driver’s license

  • Duty station: Kyiv – Ukraine
  • Contract duration: 12 months fixed term-renewable subject to performance, structure and funds availability
  • Travel : Regular presence in field locations (30%)
