Functional Responsibilities

The main activities planned for the Project Management Support Officer (Social Management), falling within the preparation, planning, implementation and closure activities, are:
  • Identify the own resources needed to implement the project, allocate and coordinate them.
  • Control the quality of products developed by the responsible team.
  • From the selection of intervention proposals, direct and coordinate the planning stage, which includes as a first step the diagnosis of interventions, which serve as the basis for signing agreements with social organizations, UN bodies or companies responsible for the works.
  • Based on the diagnoses, identify the need for social monitoring activities and other important issues for beneficiaries.
  • Design, schedule and organize awareness workshops to reduce the harmful effects of construction work, orientation and specific skills development workshops, waste recycling campaigns and solid waste disposal systems that do not harm the ecosystem, among others. 
  • In the implementation phase, coordinate and supervise the responsible team throughout the project, to coordinate activities and provide attentive support to the different actors and beneficiaries, trying to identify and prioritize the problems inherent to each intervention group, developing containment, prevention and action during the period of each intervention. 
  • Develop work plans, updating them when necessary, ensuring adequate management of information, data and documentation.
  • Ensure the preparation and management of necessary reports, presenting them in an appropriate time and format.
  • In the closing phase, develop participatory evaluation tools and present the products, results and impacts, applying these tools, if possible, to evaluate the relevant aspects of the project and identify and systematize the lessons learned.
  • Supervise the multidisciplinary support team that meets the partner’s needs, supervised together with the focal point or technical person responsible for each area.
  • Perform other related duties as requested by the Project Manager.

At the same time, the officer must:

  • Actively participate in UNOPS communities of practice
  • Represent UNOPS in internal and external forums, as necessary, presenting the projects under your responsibility.
  • Know and apply UNOPS policies, guidelines and manuals on project management, agreements, infrastructure, gender management, diversity and inclusion.
  • Assist the UNOPS management team in Argentina in planning possible new projects.

To carry out their activities, the Social Officer must reside in Maceió. The selected candidate will receive this specific responsibility.

  • In the implementation stage, coordinate and supervise the team in charge throughout the entire project, to coordinate activities and provide attentive support to the different actors and recipients, trying to identify and prioritize the problems inherent to each intervention group, developing containment, prevention and action activities during the period of each intervention. 
  • Develop work plans, updating them when necessary, ensuring adequate management of information, data and documentation.
  • Ensure the preparation and management of required reports, presented in a timely manner.
  • In the closing stage, design participatory evaluation tools, and present products, results and impacts, applying these tools, if feasible, in order to evaluate relevant aspects of the project and identify and systematize lessons learned.
  • Supervise the multidisciplinary support/support team that addresses the needs of the associate, supervision is carried out jointly with the focal point or technical manager of each area.
  • Perform other related functions as required by the Project Manager.

At the same time, the officer must:

  • actively participate in UNOPS communities of practice
  • represent UNOPS in internal and external forums when required, presenting the projects under their responsibility
  • know and apply UNOPS policies, guides and manuals in project management, agreements, infrastructure, gender perspective management, diversity and inclusion.
  • assist the UNOPS management team in Argentina in planning potential new projects

To carry out their activities, the social manager must reside in Maceio. The candidate who is selected for the position will be assigned this particular responsibility.

Education/Experience/Language requirements

Education 

    • Higher-level university degree, preferably in areas related to social work, social sciences, public policy, public administration or other related areas.
    • Master’s or postgraduate studies in these areas are desirable and considered an advantage.


Work experience

  • Minimum of two (2) years of experience in planning, implementing, managing or monitoring community social work activities with vulnerable populations. 
  • Experience in supervising work teams is required (minimum of 2 years).
  • Experience in managing social projects is required. 
  • Experience in multidisciplinary work teams is desirable.
  • Experience in socioeconomic development projects is desirable.
  • Experience in integrating gender, diversity and inclusion in projects is desirable.
  • Desirable experience in the elaboration, management, implementation or control of public policies, social management and programs and projects aimed at vulnerable populations.

Languages

  • Native Portuguese is required 
  • Intermediate knowledge of English and/or Spanish is required.
