Job Description
Under the direction and general supervision of the Deputy Security Advisor (DSA) and the direct supervision of the Field Security Coordination Officer (FSCO), the Field Security Associate directs the implementation of the identification program of the United Nations system in Mali. It is responsible for establishing and renewing badges for staff of member organizations of the United Nations system operating in the territory of the Republic of Mali. It will also ensure the proper functioning of the Unite ID & Pass.
Responsibilities
Assists the Deputy Security Advisor (DSA) and Field Security Coordination Officer (FSCO) in ensuring the continuity of the identification program for the United Nations system:
- Write requirements and provide technical specifications for identification equipment for procurement;
- Gather ID card applications and process them for PSA/DSA approval before issuance;
- Coordinate with the Human Resources office for staff recruitment and onboarding.
Periodically inspect the equipment and verify its proper operation; - Suggest any updates, changes or improvements to the equipment;
- Maintain and repair Security Pass & ID unit equipment;
- Track and renew expired ID cards and inform human resources;
- Monitor material stock by providing monthly inventory report and stock in/out statistics.
Assists the DSA/FSCO with the security database for crisis management:
- Update the UN system Pass & ID database and provide technical reports;
- Generate statistical reports on security database personnel in Mali;
- Process the registration/departure of all new UN personnel and update their information/status in the database;
- Provide assistance to the Security Operations Center and Emergency Response Team for incidents requiring personnel home information;
- Assists FSCO in piloting the system for identifying eligible dependents for access to concentration points;
- Propose options that may enable some form of identification for eligible dependents to enable access to UN premises as an assembly/concentration point;
- Improve the security database held for eligible dependents.
Participate in exercises/simulations involving dependents;
Performs other security-related duties as assigned by DSA/FSCO:
- Provides support to FSAs conducting security assessments by providing GPS locations of staff residences;
- Help reconcile staff numbers and footprint;
- Assists other FSAs during their absence on matters related to access to UN premises.

Qualifications
Education:
- High school diploma is required. A university degree (Bachelor’s degree or equivalent) preferably in computer science or telecommunications or a related field will be duly considered but not required;
Experience:
- Minimum of four years (with secondary school diploma) or 1 year (with Bachelor’s degree) of experience in the field of operation of an identification system, equipment maintenance and minor repair electronic equipment is required.
Required skills and competencies:
- Excellent proficiency in the use of computers and office software packages (MS Word, Excel, PowerPoint, Outlook etc.).
Desired skills and competencies:
- Experience en Programme ID Tel;
- Experience in Maintenance and repair of ID card printers;
- Experience in identification database management;
- Experience in GPS and map reading.
Language:
- Excellent command of French and the local language is required;
- Fluency in English is an asset.
