JOB DESCRIPTION

The purpose of the HSS Coordinator position is to help coordinate HSS risk management across NRC’s Areas of Operations in Sudan. This includes developing and updating HSS strategies, plans, and SOPs, as well as coordinating HSS mitigation measures for safe and secure program access.

RESPONSIBILITIES

Generic responsibilities

  1. Develop, review, update and implement the NRC HSS Management Systems and Procedures
  2. Update and review existing Security Risk Assessments (SRAs), and develop Rapid SRAs for new locations as needed
  3. Monitor, review, and ensure offices maintain Minimum Operational Security Standards (MOSS)
  4. Minimize/mitigate security risks to staff, assets, operations and image of NRC
  5. Management of HSS staff in the Country Office, including guards
  6. Support, train and capacity build security staff in all offices
  7. Prepare reports as required
  8. Liaise with other humanitarian actors on HSS-related issues
  9. Ensure all staff receive health, safety and security related trainings, briefings, and inductions
  10. Act as an adviser to HSS Manager during a crisis.

Specific responsibilities

  1. Ensure all NRC operations in Sudan comply with all NRC HSS Minimum requirements, such as MOISS and MOSS
  2. Support HSS Manager to review and update SRAs, to identify HSS requirements and to assess if all NRC locations are compliant with NRC HSS Risk Management standards.
  3. Facilitate implementation and adherence of Sudan-specific SOPs, guidelines, and plans (such as Security Management Plan, Hibernation Relocation & Evacuation Plan and Medical Emergency Response Plan)
  4. Support the budgeting process for inclusion of HSS costs; guided by SRA findings and operational needs
  5. Help develop Sudan’s HSS training strategy, schedule, and lesson plans
  6. Deliver HSS training in accordance with schedule and timeline, including administrative and logistical tasks in relation to the planning, development, and execution of training
  7. Regular contextual reporting to the HSS Manager, including analysis of potential HSS concerns and conflict dynamics
  8. Provide regular situational HSS updates/alerts/advisories to staff and operate the all-staff WhatsApp groups on HSS updates and HSS movement tracking
  9. Provide support and leadership for AO HSS Officers and Assistants in tasks such as compliance, stakeholder engagement, and access negotiations in line with program requirements
  10. Take on the role of Acting HSS Manager, whenever they are out of office on leave or travels.

QUALIFICATIONS

Professional competencies 

These are skills, knowledge and experience that are important for effective performance.

Generic professional competencies: 

  1. Bachelor degree in international relations, conflict dynamics, political science, or similarly related field
  2. Minimum five years’ experience of working as a Security Officer or Coordinator in a humanitarian or development context
  3. Previous experience of working in complex and volatile contexts
  4. Documented results related to the position’s responsibilities
  5. Knowledge about own leadership skills/profile
  6. Fluency in English and Arabic, both written and verbal

 

Context/ Specific skills, knowledge and experience: 

  1. Strong knowledge and demonstrable ability to analyze the situational dynamics in Sudan
  2. Good understanding of HSS management in humanitarian context, including physical security
  3. Good understanding and experience of playing HSS role as an enabling function of program support
  4. Extensive experience cultivating relationships across sectors and communities
  5. Completed undergraduate study/ graduated from university in relevant field
