Duties and Responsibilities

Supports the Team Leader in formulation of programme strategies and the associated implementation plans within the ecosystem and biodiversity portfolio, focusing on achievement of the following results:

  • Collection, analysis and presentation of information for identification of areas for development support and leading towards effective programme and project formulation/ implementation.
  • Provide technical inputs and support to ensure financial and operational management effectiveness and efficiency.
  • Provide technical inputs and support in the effective management and coordination of portfolio’s work planning processes and project development.

Supports the effective management and coordination of projects within the ecosystem and biodiversity portfolio,  focusing on the achievement of the following results:

  • Creation of projects in Quantum, preparation of budget revisions, revision of project award and project status, determination of unutilized funds, operational and financial closure of a project.
  • Presentation of information for audit of NEX projects and act as focal point of HACT compliance.
  • Monitor and evaluate the progress of project implementation and financial management of the projects.
  • Assist Team Leader in preparing and consolidating the overall program budget and monitor variances against budget.
  • Work with portfolio partners to ensure timely implementation of portfolio and ensure quality of reporting and adherence to workplans.

Provides administrative support to the portfolio and also support relevant communication and advocacy activities.

  • Preparation of non-PO vouchers for development projects.
  • Maintenance of the internal expenditures control system including timely corrective actions on unposted vouchers, including the vouchers with budget check errors, match exceptions, unapproved vouchers.
  • Creation of requisitions in Quantum for development projects, register of goods receipt in Quantum.
  • Making budget check for requisitions, Pos and vouchers.

Supports Team Leader in resource mobilization efforts and innovative pipeline development, focusing on achievement of the following results:

  • Assist in reviewing contributions agreement and managing contributions in Quantum.
  • Provide support in due diligence of new partnerships.
  • Assist in preparation of relevant briefing documents to strengthen development of new partnerships and mobilizing co-financing from the private sector.

Contributes to project research design, development of research, monitoring and reporting:

  • Collect and draft summaries and analysis of relevant policy and programmes in China.
  • Analyse the development of ecosystem and biodiversity related policies in China and provide inputs to the Team Leader on the development of project concept notes.
  • Perform quality assurance of technical and non-technical document.
  • Provide technical inputs for guidelines and other materials developed by the project.

Supports knowledge building and knowledge sharing in the CO focusing on achievement of the following results:

  • Contributions to knowledge networks and communities of practice.
  • Organize consultative meetings, training workshops and seminars by collecting information in support of preparing background materials and developing technical briefs, to share good practices fostering academic research and stakeholder alignment.
  • Develop knowledge sharing materials designed to forge partnerships, share good practices foster academic research and facilitate stakeholder alignment.

Guide on communications and advocacy efforts at project level:

  • Provide support in the design of project level communication activities and public awareness campaigns.
  • Provide support in the design and participation in national and international conferences and exhibitions to increase the exposure of the projects and portfolio.
  • Provide support to development of papers and newsletters to brief the stakeholders the progress and development impact of projects.
  • Support the organization of demand-driven need assessment missions.

Required Skills and Experience
Education:
  • Secondary education is required.
  • University degree (Bachelor’s degree) in social and human sciences will be given due consideration, but it is not a requirement.
Experience:
  • Minimum 7 years (with Secondary education) or 4 years (with Bachelor’s degree) of proven experience in development assistance projects and project coordination at national level is required.
  • Good proficiency in MS office software
  • Experience in project management in the field of Energy and Environment is highly desired.

Language Requirement:

  • Fluency – in English and Chinese is required.
  • Knowledge of other UN languages is an advantage.
