ORGANIZATIONAL CONTEXT

These positions are to be filled at Headquarters, regional bureaux, country offices, area and field offices. The holders of the position report to the Logistics Officer, the Head of Unit or the person designated for this purpose.
At this level, the holders must demonstrate responsibility and initiative to respond autonomously to queries with only general guidance in relation to all modalities of assistance, both for WFP logistics services and for common services. They are required to use good judgment in the face of unforeseen problems that may arise on a daily basis. The job holders generally manage a small team, supervising and instructing its members.

PURPOSE OF THE POSITION

Perform specialized support functions and/or supervise personnel in charge of implementing standard processes and activities related to the supply chain and logistics, to enable the effective supply of goods and services in all execution modalities.

MAIN RESPONSIBILITIES

1. Provide specialized support to logistics operations and activities, applying standard processes and contributing, directly or indirectly, to the effective provision of food assistance to beneficiaries.
2.Coordinate requests and ensure that orders and deliveries of products and supplies to members and authorized destinations are made in a timely manner.
3.Manage logistics activities related to supplier procurement, including performance monitoring and measurement.
4.Support the collection of market information and evaluate suppliers (e.g. transporters and retailers) to assist in the supplier selection process.
5.Identify and resolve queries and requests for specialized support, and make recommendations in this regard, using your spirit of initiative and applying standard processes, to guarantee the timely and correct resolution of queries, with a strong focus on providing excellent services to the client.
6. Deal with the preparation, monitoring and review of the budget in all execution modalities, ensuring adherence to relevant procedures and compliance with institutional standards.
7.Monitor inventory management processes to follow trends and account for the status of inventory from the source of supply to the beneficiary.
8. Provide support to the supervision of the quality and integrity of data related to product accounting.
9.Analyze the portfolio of operations and contribute to assessments and operational planning across all delivery modalities, to ensure supply chain needs are taken into account.
10.Manage the processing of documentation for the execution of logistics operations (e.g., customs clearance, invoice verification) and take appropriate measures to resolve operational problems, referring complex issues to the supervisor.
11.Carry out research, data collection and analysis, produce reports (e.g. those for the Committee on Commodities, Transport and Insurance (CCTI), standardized project reports, financial closure reports, physical inventories or transportation performance reports) and ensure the accuracy of the information contained in institutional systems to enable informed decision making.
12.Maintain contact with internal and external stakeholders to support the management of logistics operations and contribute to the effective provision of services.
13.Supervise the work of support staff, providing practical advice and guidance, to ensure that individual and collective objectives are achieved in accordance with agreed standards and deadlines for all forms of assistance.
14.Support emergency preparedness and response logistics activities, including updating logistics capacity assessments and contingency plans, to support WFP’s emergency response.

MINIMUM STANDARD ACADEMIC QUALIFICATIONS

Training: Training: Completion of the University education cycle. Experience in Logistics/Supply Chain
Languages: Spanish (Level C). Knowledge of English will be valued.

DESIRABLE EXPERIENCE TO PERFORM THIS ROLE

•Experience maintaining institutional systems and running queries on ongoing shipments, supply chain information, insurance claims, and food stocks.
•Experience in managing contracts of external service providers.
•Experience in compiling contract documentation.
•Experience in contract execution.
•Experience in budget monitoring and reporting on the matter.

SERVICE STATION (City, Country): Caracas, Venezuela.

DURATION: 6 months
