Functional Responsibilities
Under the guidance and direct supervision of the Deputy Project Manager and under the guidance of the MCO Procurement Officer, the Procurement Officer/Analyst – Infrastructure is responsible for the effective provision of procurement services for Infrastructure-related Goods, Projects, Works and Services (construction, civil works), employing best practices in international public procurement, in accordance with UNOPS procurement rules and regulations and with adequate management of the degree of risks involved in the procurement.
He/she analyzes and interprets the respective UNOPS rules and regulations and current local legislation and provides solutions to a wide range of issues and aspects related to construction procurement processes.
Based on the highest degree of personal and professional integrity and ethics, the Analyst/Officer maintains broad Partner-centric, quality-focused, and results-oriented collaboration across the business unit.
In particular, he/she will carry out the activities described below:
1. Performance of activities related to all acquisition processes, especially Goods, Projects, Works and Services related to infrastructure (construction, civil works), following UNOPS policies, rules, regulations, strategies and practices and applying effective internal control , well designed and functional within the procurement management system.
2. Implementation or support at different stages of acquisition processes, including:
- Pre-purchases: purchasing strategy and planning; market studies to identify possible suppliers; definition of requirements, general and specific history of suppliers and contractors and supply conditions and preparation of projects to be tendered and technical specifications;
- Acquisitions and contracting: request and management of proposals and bids; analysis, review, evaluation and granting of acquisitions and contracts;
- Post-purchase: management of contracts for the acquisition of goods, projects, works and services, including participation in their administration.
3. Guidance and technical support of project acquisition processes, focusing on the process preparation, process development and contract management phases for Goods, Projects, Works and Services related to infrastructure (construction, civil works) with the following activities specific:
- Adequate preparation, in time and form, of project procurement plans, bidding documents, proposal evaluations and contracts; Appropriate advice to UNOPS partners on strategies to carry out procurement processes efficiently, following UNOPS standards;
- Ensure the efficiency, consistency and technical soundness of procurement processes within pre-established deadlines, supporting the review of the terms of reference and technical specifications of the goods, projects, works and services to be acquired, in order to accurately define the object of the bidding;
- Preparation of market studies to identify possible suppliers and budget estimates and participation in possible negotiations with bidders;
- Definition of requirements, general and specific history of suppliers and contractors, as well as delivery/performance conditions and contractual requirements to be included in the bidding documents;
- Support in the preparation of Terms of Reference and Technical Specifications in accordance with the country’s good practices and UNOPS standards.
- Routine recording and systematization of queries on bidding documents made during the bidding processes and dissemination of such queries and corresponding responses within the UNOPS system;
- Control and monitoring of procurement management within the framework of service standards established by UNOPS, to ensure its sustainability throughout the bidding process, identifying and adequately managing the risks associated with procurement management;
- Organization of the preparation of different acquisition processes in accordance with UNOPS procedures, receipt of offers and proposals, their analysis, review and evaluation and the negotiation of certain terms and conditions of contracts, in full compliance with UNOPS rules and regulations;
- Participation in proposal evaluation committees in accordance with UNOPS procedures;
- Participation in monitoring and modifying contracts, from the beginning of the operation until the last disbursement;
- Supervise the contractual performance of suppliers and contractors and certify quality regarding compliance with contractual and payment terms;
- Advise the Project Manager on issues and aspects related to the acquisition of related goods and services, acquisitions of works and services and consultancy services; It is
- Drafting long-term contracts (LTAs) and/or works and services contracts and other instruments, when necessary, whether through standard procurement procedures or on an emergency basis.
4. Implementation of purchasing and supply strategies and electronic purchasing tools, focusing on obtaining the following results:
- Development and management of lists of suppliers for goods and lists of contractors for works and services, e.g.
- Use of the e-sourcing module, in accordance with UNOPS procurement objectives and standards.
5. Performance of other tasks assigned by the supervisor.

In particular, it will carry out the activities described below:
1. Compliance with activities related to all procurement processes, especially Goods, Designs, Works and Services related to infrastructure (building, civil works), following UNOPS policies, standards, regulations, strategies and practices and applying control effective, well-designed and well-functioning internal procurement management system.
2. Implementation or support in the different stages of procurement processes, including:
- Pre-Purchasing: acquisition strategy and planning; market studies to identify potential suppliers; the definition of requirements, general and specific background of suppliers and contractors and conditions for the supply and design of the projects to be tendered and the technical specifications;
- Purchasing and contracting: request and management of bid and proposal presentations; analysis, review, evaluation and award of acquisitions and contracting;
- Post-Purchasing: management of contracts for the acquisition of Goods, Designs, Works and Services, including participation in their administration.
3. Guidance and technical support of the project procurement processes, focusing on the phases of process preparation, process development and contract management of Goods, Designs, Works and Services related to infrastructure (building, civil works) with the following specific activities:
- Correct preparation in time and form of the Project’s procurement plans, bidding documents, evaluations of offers and proposals and contracts;
- Adequate advice to UNOPS associates on strategies to efficiently carry out procurement processes, following UNOPS standards;
- Guarantee of efficiency, consistency and technical soundness of the procurement processes within the pre-established deadlines, supporting the review of terms of reference and technical specifications of the Goods, Designs, Works and Services to be acquired, to precisely define the object of the procurement. tender;
- Preparation of market studies to identify potential suppliers and budget estimates and participation in potential negotiations with bidders;
- Definition of requirements, general and specific background of suppliers and contractors, as well as delivery/execution conditions and contractual requirements to be included in the bidding documents;
- Support in the preparation of Terms of Reference and Technical Specifications according to good practices in the country and UNOPS standards
- Recording and routine systematization of queries on bidding documents made during bidding processes and dissemination of such queries and their corresponding responses within the UNOPS system;
- Control and monitoring of procurement management within the framework of the service standards established by UNOPS, to ensure its sustainability throughout the entire bidding process through adequate identification and management of the risks associated with procurement management;
- Organization of the preparation of the different procurement processes according to UNOPS procedures, receipt of offers and proposals, their analysis, review and evaluation and the negotiation of certain contract conditions, in full compliance with UNOPS rules and regulations;
- Participation in Bid Evaluation Committees according to UNOPS procedures;
- Participation in the monitoring and modifications of contracts, from the beginning of the operation to the last disbursement;
- Supervision of contractual performance of suppliers and contractors and quality certification for compliance with contractual and payment terms;
- Advice to the Project Manager on issues and aspects related to the acquisition of Goods and Related Services, contracting of Works and Services, and Consulting Services, and
- Drafting long-term agreements (LTA) and/or Works and Services contracts and other instruments, where necessary, either through standard procurement or emergency procedures.
4. Application of procurement and supply strategies and e-procurement tools, focusing on achieving the following results:
- Development and management of lists of suppliers of Goods and contractors of Works and Services, and
- Use of the “e-sourcing” module, in accordance with the UNOPS Group procurement objectives and standards in this field.
5. Performance of other tasks assigned by the supervisor.
Education
- You must have a university degree (equivalent to a bachelor’s degree), preferably in the technical field of engineering or architecture.
Work experience
- Relevant experience of at least two (2) years in managing bidding processes (at national level) for the acquisition of goods, projects, works and services related to infrastructure (construction, civil works) and at least one (1) year in managing procurement processes within the United Nations system or another international agency.
Languages:
- Portuguese: Native language
- Intermediate working level knowledge of English and/or Spanish is required
Education
- University Degree (equivalent to a Bachelor’s Degree) is required, preferably in the technical branch of Engineering, Architecture.
Work experience
- Relevant experience, at least two (2) years, in the management of bidding processes (at the National level) for the contracting of Goods, Designs, Works and Services related to infrastructure (building, civil works), and at least one ( 1) year managing acquisition processes in the United Nations system or other International Organization.

- Portuguese: Native language
- Intermediate ( working level) knowledge of the English and/or Spanish language is required
