Specific context

The G20 was created in 1999 and brings together Finance Ministers and Central Bank Governors to discuss global economic and financial issues, with a focus on shaping and strengthening global architecture and governance. Today, Argentina, Australia, Brazil, Canada, China, France, Germany, India, Indonesia, Italy, Japan, Republic of Korea, Mexico, Russia, Saudi Arabia, South Africa, Turkey, United Kingdom, United States and the Union participate in the Group. European.

Its nature as a group means that it does not have a permanent secretariat or its own team, with the structuring of its operation being up to the annual rotating presidency, which is defined each year among the member countries. The Group will have Brazil as its president in 2024 (from December 1, 2023 to November 30, 2024). The presidency of the G20 represents a unique opportunity for the country’s international exposure, at the same time that it brings relevant challenges, for example, the need to ensure the holding of more than 100 meetings with the presence of heads of state and officials of senior management, in addition to systematizing the knowledge generated so that it can be used in the following years to advance economic, social and environmental issues, among others.

The G20 is structured into two tracks, Sherpa and Finance, both with thematic subgroups that meet regularly throughout the year, in dozens of face-to-face meetings in the country that hosts the presidency.

The Sherpa track is made up of high-level representatives from member countries who work in preparing meetings and developing proposals. Sherpas work closely with the ministers and leaders who will attend G20 meetings and are responsible for overseeing negotiations, discussing summit agenda points and coordinating the substantive work of the G20. The main areas of discussion are agriculture, anti-corruption, climate, digital economy, education, employment, energy, environment, health, tourism, trade and investment.

The Finance track, coordinated by the Ministry of Finance (MF), is made up of Finance ministers or equivalents and presidents of the central banks of member countries. These representatives discuss global economic and financial issues such as fiscal policies, international trade, financial stability, and international financial architecture.

The Ministry of Foreign Affairs (MRE) has the role of working to facilitate the G20 presidency. Its responsibility includes coordinating the organizational and logistical aspects of the more than one hundred meetings planned for the Brazilian G20, in addition to the execution of the twenty that are under the direct responsibility of that body (including the Summit of Heads of State and Government); the feasibility of the Sherpa trail; support for dozens of working groups
– both from a logistical and substantive perspective; as well as dialogue with the various ministries and government bodies involved in the G20 presidency, civil society, state and municipal governments that will host group meetings, international organizations, foreign delegations, among others.

The UNDP will work together with the MRE in defining and implementing priority activities, aiming to expand the country’s capabilities to act as president of the Group.

For this position, one (01) professional will be hired in the so-called “Logistics Coordination Center”, to work within the MRE, under the general coordination of the UNDP and the technical coordination of the MRE.

Duties and responsibilities

The Accommodation Planning Analyst for planning, managing, troubleshooting and managing contingencies relating to accommodation for all participants, ensuring the comfort, safety and efficiency of accommodation for G20 delegations and participants. The Accommodation Planning Analyst will work in close coordination with the Accommodation Analyst, to whom he will be subordinate. To achieve the objectives, the following indicative activities are planned, among others.

• Identify delegation accommodation needs, including number of rooms, comfort standards and special requirements, and develop strategies for accommodating delegations, participants and guests at G20 meetings.
• Manage the reservation and occupancy of hotel rooms and other accommodation in accordance with delegations’ specifications and preferences.
• Evaluate available accommodation options in relation to quality, proximity to meeting locations and costs and negotiate with hotels and other accommodation facilities on defined accommodation terms.
• Define responsibilities and ensure that the team is prepared to deal with the needs of the delegations and manage, with other areas involved, transport between meeting locations and accommodation, ensuring that delegations move effectively and safely.
• Monitor compliance with contracts with hotels and accommodation providers and manage accommodation-related issues and challenges such as reservation cancellations, overbookings and quality issues and take steps to resolve issues proactively and effectively.
• Maintain constant communication with delegations and accommodation providers to ensure all needs are met.
• Conduct post-event assessment to identify strengths and areas for improvement in accommodation planning.

Institutional Arrangement

The Accommodation Planning Analyst will be part of the team of the aforementioned Logistics Coordination Center allocated at the MRE and will be subject to the direct supervision of the Senior General Analyst of this MRE Center and the coordination of the UNDP project. This is a position financed by project(s), with an initial duration of one year, with the possibility of renewal during the validity of the initiatives.

Required skills and experience

Minimum Education Requirements:
• Advanced university degree (Master’s degree or equivalent) in Tourism, Hospitality, Administration or related field is required, or
• Academic Bachelor’s degree in Tourism, Hospitality, Administration or other related field in combination with 2 additional years of experience will be given
due consideration in lieu of master’s degree.

Minimum years of relevant professional experience:
• Up to 2 years (with a Master’s degree) or minimum of 2 years (with a bachelor’s degree) of experience in the hospitality sector.

Required skills:
• Experience in major international events.

Desired skills, in addition to the skills covered in the Skills section:
• Experience with hosting standards and regulations;
• Experience in developing accommodation strategies;
• Experience in managing accommodation for large events (from 500 participants).

Required languages:  
• Fluency in Portuguese and English.
