Duties and Responsibilities
Under the guidance and supervision of the CPU Director, the Data Specialist is responsible for mining and interrogating large amounts of operations and programme data and using qualitative and quantitative skills to translate this data into insights for decision-making. They will demonstrate a passion for empirical research and a talent for data visualization, and the ability to manage data projects, systems, and tools.
Generate evidence-based research, data analysis, and insights to inform decision-making:
  • Contribute to the preparation of impactful, high-quality performance monitoring and reporting by CPU.
  • Collect, triangulate, and aggregate data and information to identify emerging performance and risk issues and to solve complex business problems.
  • Evaluate and model large amounts of operational and programmatic data, with qualitative and quantitative approaches, demonstrating a passion for empirical research.
  • Employ diverse data management tools to enable data sourcing, analysis, and presentation.
  • Maintain details of and provide regular updates on methodologies and approaches used.
  • Facilitate data analysis sessions with statisticians, economists, and policy experts.
Generate compelling data visualization:
  • Develop data visualizations and infographics using multiple tools (e.g., Plotly, R Shiny, D3, Dash, Power BI, Tableau or JS Libraries etc.) to translate complex information into user-friendly digital products.
  • Create timely, compelling presentations in multiple formats to inform senior decision-makers.
  • Develop story boards and communications for internal and external publication, collaborating with graphic designers and communications specialists as needed.
  • Partner with Digital Initiative owners to generate product insights.
Contribute to data systems and product development and learning:
  • Contribute to creating and managing projects, systems, and tools to improve UNDP’s corporate performance.
  • Create, maintain and update performance indicators used in corporate systems and reports led and/or contributed to by CPU.
  • Network with data and other counterparts across the organization to exchange learning and good practices.
  • Keep informed of external innovations related to data analysis and visualization and their use in corporate performance management, to inform UNDP’s approaches.
 Support an effective CPU:
  • Contribute to strategy and work-planning for the CPU and overall delivery of outputs.
  • Develop and maintain systems/tools to capture and monitor CPU’s performance data.
  • Support outreach and communications on the work of the CPU to foster collaboration and ensure consistent and coherent messaging.

  •  Knowledge of ethical usage of digital technology (e.g. AI, robotics, automation) and data. Ability to assess ethical implications when using, combining or sharing data, when building or implementing AI systems, and when advising on robotisation and automation etc.
  • Ability to design privacy protocols to ensure data is protected and used for legitimate purposes without unnecessary privacy risks.
Digital & Innovation – Data Inclusion:
  •  Knowledge of how digital inclusion works, opportunities and challenges for governments and society.
Required Skills and Experience
Education:
  • University degree (Masters) in fields related to Computer Science, Management Information Systems, Data Science, or equivalent field;
  • A first-level university degree (Bachelors) in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Experience:
  • At least 5 years with Master’s degree or 7 years with Bachelor’s degree of professional experience in data administration, applied science, statistics, information systems, or another analytical field.
  • Experience in data analytics and programming in languages such as R or Python
  • Experience in supporting Digital Product development.

Language:

  • Fluency in the English language particularly in writing, presentation and communication skills, is required.
  • Working knowledge of another UN language is an advantage.
