JOB DESCRIPTION

Background/Context
The Central and West Africa Regional Office (CWARO) located in Dakar, Senegal, supports and provides oversight to NRC’s country programs in Burkina Faso, Cameroon, the Central African Republic, the Democratic Republic of Congo, Mali, Niger, and Nigeria. NRC’s programs and advocacy support families affected by conflict in the sectors of Shelter, Food Security and Livelihoods, Education, Water and Sanitation, Camp Management, Protection and Legal Assistance.
All countries are experiencing a deterioration of the security situation, increasing humanitarian needs and displacements due to conflict and climate change. Aid workers continue to be affected by security incidents across the region. Shrinking humanitarian space also places aid workers at a greater risk. The expansion of Non-State Armed Groups (NSAG) has challenged the application of International Humanitarian Law by state security forces and contributes to risks faced by communities as well as NRC’s staff.

What you will do 

  • Responsible for overseeing the functioning of the Logistics Department at the regional office to ensure support systems run in an effective and coordinated manner to support the programmatic operations in the Central and West Africa Region.
  • Ensure that NRC minimum standards of logistics procedures and country policies are implemented and adhered to in the Central and West Africa Region, supporting relevant staff as required.
  • Lead and develop NRC’s logistics policies and systems and oversee the implementation within the countries in the Central and West Africa Region.
  • Provide inputs into budgets and reporting linked to logistics in the region.
  • Conduct regular logistics induction for Country Logistics Managers and Coordinators within the region.
  • Conduct logistics Compliance checks on country and field offices within the Central and West Africa Region on logistic procedures and have a particular responsibility towards maintaining transparency and accountability within logistics and procurement.
  • Conduct regular capacity building and training of logistics staff in the country offices in the region Manage and increase the effectiveness and efficiency of Logistics through improvements to each function as well as coordination and communication between logistics and finance and program functions.
  • Responsible for logistics when regional programming (in multiple countries) is being planned and coordinated
  • Responsible for the development of adequate logistics control mechanisms of NRC operations in the region to – a) identify weaknesses in the Country Offices(COs) supply chain, (b) monitor compliance to the Logistics Handbook and (c) make recommendations for improvements
  • In close coordination with the Country Directors, oversee regular regional assessments and analyses of Logistical performance across the region, identify gaps, and help develop and support plans for developing logistical capacities in the country and field offices.
  • Support the logistic assessments and start-up of emergency responses or new offices in coordination with Country Directors.
  • Conduct regular field trips to all NRC activities for monitoring and supervision purposes, and conduct training, or identify the need for logistics training.
  • Responsible for promoting and facilitating cross-country deployments in the above context.

What you will bring 

  • Minimum of 7 years of relevant work experience with extensive knowledge of NGO operations and the dynamics of the humanitarian sector
  • Master’s degree/Relevant university degree, preferably in logistics or procurement with basic accounting knowledge
  • Excellent communication, interpersonal and communication skills
  • Fluency in English and French, both written and verbal
  • Experience from working in complex and volatile contexts.
  • Documented/proven results related to the position’s responsibilities.
  • Knowledge about own leadership skills/profile
  • Significant understanding of complex emergencies
  • Excellent in creative problem-solving skills.
  • Ability to work under pressure, independently and with limited supervision.
