Scope of Work
In this role, the Project Manager will be responsible for the development and monitoring of the detailed strategic plan of the projects assigned to her/him, in close articulation with the Programme Analyst and with the focal points of the national beneficiary. The Project Manager will also be responsible for project management and technical advisory, ensuring quality and results through the following activities:
• Provides technical support to project implementation, guaranteeing quality, efficiency and effectiveness, managing the projects assigned to her/him on a day-to-day basis, as well as conducting planning, monitoring and evaluating activities of the project, in articulation with the Programme Analyst;
• Develop the project’s detailed strategic planning and its revision/update periodically, as requested, providing technical and management advisory and support to partners on the implementation of the project, also developing advocacy and communications – related tasks associated with the project;
Participates in selection processes for Letters of Agreement signature, as well as undertakes activities related to LoAs monitoring, participates in consultants selection panels, evaluates products and other results delivered by consultancies hired in the projects assigned to her/him, as well as undertakes performance management of project staff, including the establishment of annual results, on-going feedback and mid-term and final assessments in line with UNDP Rules and Regulations;
Manages the project on a day-to-day basis, articulating and following up with project partners and donors, to guarantee smooth implementation of the project, as well as ensuring the project meets expectations with respect to quality, budget, delivery timelines, and strategy;
Conducts planning, monitoring and evaluation of project’s activities, manages project budgets and ensures timely and accurate reporting, elaborates project work plans, procurement plans, and technical report/donor reports, as requested;
Elaborates and implements project monitoring strategy, conducting a strong follow-up of the implementation of project activities, including the leadership of the implementation activities in the project management unit (UGP), guiding the development of overall monitoring and evaluation systems for the project and putting mechanisms in place for proper and timely reporting to the programme analyst and the donor;
Organizes review meetings and annual project reviews by monitoring the progress of project implementation, assessing results and identifying areas of weaknesses to ensure the project achieves the planned results in accordance with relevant plans, supports the identification and systematization of project lessons learned and good practices, as well as performs other tasks as required by the supervisor.
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
Institutional Arrangement
The contractor will be supervised by the Programme Analyst – Governance and Justice for Development.

Minimum Qualifications of the Successful NPSA
Min.Education requirements:
• Advanced University Degree (Master´s degree or equivalent) in social sciences, political science, international relations, law, administration, public policy, communications, or other related disciplines is required or,
• A first-level university degree (Bachelor’s Degree) in social sciences, political science, international relations, law, administration, public policy, communications, or other related disciplines in combination with additional 2 years of qualifying experience will be given due consideration in lieu of master’s degree.
Min. years of relevant Work experience:
• Minimum of 2 years (with Master´s degree) or 4 years (with Bachelor´s degree) of relevant professional experience in development – related projects or activities, preferably with hands-on experience in project management is required.
Required skills:
• Excellent written and oral communication abilities;
Desired skills in addition to the competencies covered in the Competencies section:
• Experience in the areas of Governance, Justice, Human Rights, Public Security or related subjects;
• Experience working with Government and/or Justice counterparts;
• Experience in designing and implementing strategies for project monitoring and evaluation;
• Experience in UN/UNDP related projects;

Required Language(s) (at working level):
• Fluency in Portuguese is required.
• Working knowledge in English is required.
