ORGANIZATIONAL CONTEXT

In the framework of the current Country Strategic Plan Outcome 2 (end malnutrition) of WFP, technical support is provided to key national and regional government partners in formulating and developing policies to integrate food security and nutrition dimensions in relevant plans and actions. Evidence generation, advocacy, and capacity strengthening in areas such as food fortification, nutrition in emergencies, and school meals have been emphasized in the current programme implementation.

As the WFP Philippines Country Office transitions to the new Country Strategic Plan 2024-2028, it will continue focusing its efforts on supporting the government in achieving Sustainable Development Goal 2 (Zero Hunger). This will be done by enhancing its role in building the government’s emergency preparedness and response capacity and by improving resilience at individual, community, and institutional levels. Under the new CSP, nutrition will be integrated across WFP’s to maximize the impact of WFP’s assistance on nutrition outcomes. Human capital development investments, through the promotion of nutrition-sensitive and inclusive social protection measures like the home-grown school feeding programme and the “Walang Gutom 2027” pilot, aim to safeguard and promote food and nutrition security, social cohesion, economic growth, and gender equity for vulnerable populations.

WFP will continue to build capacity and provide technical assistance to the National Nutrition Council for the implementation of the Philippine Plan of Nutrition (PPAN) targets. The goal is to prevent all forms of malnutrition through lifecycle by improving access to and demand for healthy diets and optimum feeding practices. WFP will also invest in Country Capacity Strengthening, offering technical advice, and strengthening partnerships with the Government, the private sector, and communities in both emergency and development contexts.

JOB PURPOSE

The Nutritionist will design nutrition-related strategies and programme design in close collaboration with relevant programme officers to lead the implementation of nutrition-sensitive activities across the strategic objectives one and two and, all activities of the new CSP. The incumbent will work under the supervision of the Programme Policy Officer Head of School Feeding and Nutrition with overall guidance from the Head of Programme, and Deputy Country Director.

 

The Nutritionist is expected to manage the nutrition portfolio, to ensure that objectives are achieved in full. The incumbent will also be involved in the related budget and resource analysis as well as analytical work. He/she will contribute to a wide variety of programme and policy activities, including School Feeding, Home Grown School Feeding, Social Protection, Emergency Preparedness and Response as well as WFP’s engagement in BARMM and South-South and Triangular Cooperation (SSTC).

To provide support to nutrition  programmes and activities to contribute to meeting the nutritional needs of WFP beneficiaries.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Manage and lead the nutrition portfolio of the 2024-28 CSP to ensure the effective implementation of nutrition-specific and nutrition-sensitive activities across all activities.
  • Contribute to the development of projects and activities, plans and processes, ensuring alignment with wider nutrition objectives, WFP’s guidelines, and national policies.
  • Provide needed support to the National Nutrition Council with the development of guidelines and technical assistance related to the implementation of the Philippines Plan of Action for Nutrition at the municipal and community levels.
  • Where relevant, provide project management support to specific and defined nutrition projects and activities, ensuring a coordinated approach with wider programmes/projects that comply with WFP standards and procedures.
  • Support thematic Programme Officers (EPR, CBT, Resilience) and other colleagues in implementing nutrition- sensitive programming.
  • Support for developing and advocating a nutrition-sensitive social protection system as a national safety net, as well as food fortification and south-to-south and triangular cooperation.
  • Represent WFP in different committees, technical working groups, and forums (internal and external) and serve as the focal point for the relevant UNSDCF technical working groups.
  • Contribute to developing linkages and identify joint nutrition programming opportunities to facilitate learning, capacity strengthening and fund-raising.
  • Manage assigned budgets, monitoring expenditures against outputs as the progress.
  • Support the identification of potential partners and partnership negotiations to ensure a collaborative and holistic approach to meeting nutrition needs. Consequently, develop and manage technical partnerships with external stakeholders, including the UN, government, academia, and the private sector.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Lead/support recruitment of Nutrition staff, onboarding of incoming national and international colleagues, and capacity development, identifying which team members are best suited to take on a task, empowering them to perform and deliver.
  • Guide junior staff and build their capacity as a point of referral and support them with more complex analysis and queries.
  • Support RBB and HQ missions and work closely and in harmony with staff joining PHL CO in temporary duty assignments and missions, consultants, and standby partners.
  • Support resource mobilization efforts for the activity (e.g., preparing proposals, donor briefs, etc.)
  • Collaborate with and report progress on the activity delivery at regular intervals to the strategic outcome manager and with functional managers and other staff with activity management responsibilities.
  • Act in an assigned emergency response capacity as required to meet emergency food assistance needs,

including analytics and assessments, coordination with clusters, and technical assistance to WFP’s partners.

  • Perform other related duties as required.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Minimum 3 year of postgraduate professional experience (with a Master’s degree) or 5years of relevant experience (with Bachelor’s degree) in nutrition, public health, food security and nutrition planning and management.
  • Proven project and operational experience in development as well as humanitarian settings, preferably in nutrition, food security and/or public health.
  • Demonstrated experience in leading nutrition-related activities, while strengthening relevant institutions’ capacities – design and implement; provide technical assistance to build emergency preparedness and response capacities.
  • Demonstrated experience in policy analysis and development of strategic plans to support humanitarian and/or development interventions and achievements, including through participating/leading strategic planning processes.
  • Experience identifying, analysing, and defining nutrition problems in a country.
  • Demonstrated experience in donor, government, UN and private sector liaison, coordination, and networking.
  • Experience in leading and engaging multi-disciplinary technical teams and working groups.
  • Experience in leading and supervising mid-size teams, reporting and M&E systems.
  • Experience with policy engagement in nutrition at the national level.
  • Previous UN work experience will be an added advantage.
  • Has performed basic financial analysis or either office or operational budgets.

 

STANDARD MINIMUM QUALIFICATIONS

Education: Graduate of Bachelor’s or Master’s degree in the field of Public Health, Nutrition, Food

Technology, Medicine, Social Sciences or other related discipline

Language: Excellent written and oral communication skills in both English (Fluency level C) and Filipino

National Professional: Fluency (level C) in English language and the duty station’s language, if different.

REMUNERATION PACKAGE

  • Approximate monthly salary starts at PHP145,000++
  • Medical coverage that can be extended to eligible dependents
