Key working relationships:

  • Position Reports to: WPE Manager, WPE Senior Officer, WPE Prevention Officer
  • Internal collaborations within IRC: Child Protection team; Protection team; Economic Recovery and Development team; Health team.
  • External collaborations to IRC: GBV actors, organizations and agencies

The Women’s Protection and Empowerment (WPE) community mobilizer will be leading all information provision, outreach, risk mitigation and community mobilization efforts. Core activities include dissemination of information, assessment of risks faced by women and girls in the targeted communities and development of response strategies, capacity building of community members. Specifically, the WPE community mobilizer will be responsible for:

– Adhere to and proactively promote the women-, girl- and survivor-centered support approach, and the GBV guiding principles

– Identify key protection risks and mitigation/reduction measures

– Identify barriers to accessing available services for vulnerable/specific groups and propose measures to reduce/eliminate those barriers

– Organize community meetings as needed, for information dissemination or other purposes

– Monitor for any changes and protection trend in the community

– Encourage and foster social cohesion among host and IDP community

– Work with protection team to ensure IRC protection is responding to the evolving needs of communities

– Maintain positive coordination and relationships with partner and other sector staff.

– Through regular community outreach build and maintain relationships with communities, including local leaders, different groups, and stakeholders, in order to foster an environment of support to women and girls and survivors of GBV and IRC programming

– Support the protection team in conducting assessments and other activities that gage risks of at-risk groups

– With the technical support from the Officer, develop appropriate messages on the types of services and support available to survivors of GBV

– Assess the topics that met the needs of the community and particularly women and girls; report ideas to the WPE Manager

– Provide and reinforce appropriate safe and confidential referrals of survivors of GBV; and adhere to the GBV guiding principles throughout all GBV outreach and engagement interventions. This includes ensuring confidentiality of survivors, and respect for their wishes and decisions

– Support distributions of risk reduction items (inc. dignity kits) and follow-on monitoring

– Complete relevant activity tracker and contribute to monthly activity reports, according to guidance provided by the WPE Prevention Officer, and provide information on a weekly basis to the WPE Prevention Officer in-line with deadlines

– Maintain positive coordination and relationships with partner and other sector staff

– Cartography of work – the city of Kharkiv and Kharkiv region.

Requirements:

 Language: Ukrainian required; if possible, English

– Bachelor of Arts or Science in Social Work, Human Rights, Social Science, Public Health, Humanities or other related field, desirable

– Demonstrated experience with community work, community mobilization and engagement, and working with women and girls affected by conflict

– Clear understanding of and interest in the well-being of women and girls, and supporting their healing after the experience of violence

– Ability to respond to emergencies when needed and support WPE team in providing any kind of support and distributing kits when needed

– Experience facilitating group activities, trainings and workshops and mentoring others

– Clear understanding of, and interest in, violence against women and girls, the well-being of women and girls, supporting their healing after the experience of violence, human rights, and gender

– Excellent communication skills

– Demonstrated understanding of and ability to maintain confidentiality and respect for clients/beneficiaries

– Positive and professional attitude, including ability to lead and work well in a team setting

– Computer literate, including Microsoft Word and Excel
