OBJECTIVE OF THE OFFICE/DEPARTMENT

This requisition is for employment at the Pan American Health Organization (PAHO)/Regional Office of the World Health Organization (WHO)
The incumbent supports the PAHO/WHO Representative (PWR) in the overall program management of the Office, ensuring that the technical and strategic program management challenges across the country are met and addressed in an optimal way. The Deputy Representative will support the PWR in helping the Member State to develop and implement national public health policy, strategy, and plans. The Deputy will provide support in program management, technical and managerial oversight, and resource mobilization. He/she will support the PWR in building partnerships with key external partners within the country for effective delivery across the country/territory or area. The Venezuela Country Office operates in a complex environment with a large volume of voluntary contributions (VCs), which increases the complexity of the administrative operations. The position reports directly to the PAHO/WHO Representative. The incumbent is expected to provide strategic advice for decision making processes of the Representation regarding identification, design, execution and monitoring of strategies and projects that comprise the technical cooperation programs in the country office. He/she plays a significant role in strategic, technical, and managerial responsibilities by acting as liaison and interlocutor between the PAHO/WHO Representative and the corresponding Member Country, as well as with other national and international actors regarding technical cooperation and agreements with the country of assignment. The incumbent is responsible for resource mobilization for new and ongoing projects in respect of technical cooperation in Venezuela and its coordination amongst the areas within the Organization, and the proper execution of the allocated budget approved in the Biennial Work Plan (BWP) within the delegation of authority.
DESCRIPTION OF DUTIES
Under the direct supervision of the PAHO/WHO Representative (PWR) and the general supervision of the Director (D), the incumbent is responsible for the following duties:
Provide technical, policy and strategic advice for the development of the technical cooperation country program of work, based on the situation analysis and national priorities, in tandem with the mandates of PAHO/WHO’s Governing Bodies and the Organization’s Strategic Plan, and taking into account the strategic agenda as established in the Country Cooperation Strategy (CCS);
Support the PAHO/WHO Representative (PWR) in providing strategic expert technical and programmatic advice and guidance to deliver and implement national public health policy, strategy and plans;
Develop and propose national strategies and policies for implementation through collaboration with national authorities; recommend health development initiatives, partnership building and improvements in the planning and management of existing Public Health Systems at country level;
Collaborate and assist the PAHO/WHO Representative in providing oversight to the technical cooperation of the Country Office to ensure that it is implemented in line with PAHO/WHO mandates and guidelines and national strategies and priorities;
Provide guidance and technical support to Member States, PAHO/WHO offices and partners working in areas affected by chronic or acute crises or in early recovery and transition on issues related to sustainable measures following an emergency;
Ensure the development, publication, communication, and use of high impact strategic analyses, projections, monitoring and reports of public health initiatives and policies at country level;
Provide strategic advice to the PWR on public health policies and programs and provide oversight on monitoring, evaluation, reporting and strategic communications of the PAHO/WHO Country office;
Deputize for and represent the PWR at official meetings with the Government, National Counterparts, Donors, UN agencies and other stakeholders;
Represent and position the Organization; provide public health leadership and guidance, and foster synergistic approaches within the context of the UN Sustainable Development Cooperation Framework and its relevant working groups;
Build and foster partnerships with external public health partners and stakeholders at the country level to enable the development of strategic public health programs;
Assist the PAHO/WHO Representative in driving the process of developing, updating and evaluating the Country Cooperation Strategy (CCS);
Design and implement a Country Office resource mobilization strategy to advance the technical cooperation programs and projects with the collaboration of the Office’s Technical Units, in order to support national health development plans; coordinate the preparation of project profiles and proposals to mobilize resources within the programmatic approach for the different technical groups;
Provide support to the PAHO/WHO Representative, through liaison with internal and external partners, on strategic political, policy and operational issues; lead and coordinate the development of cross-cutting strategic policy directives, position papers, statements and briefings in accordance with the Organization’s priorities;
Ensure and oversee the development, updating, and implementation of the office contingency plans/business continuity plans and the periodic and timely implementation of drills and simulations;
Provide leadership, supervision and monitoring of staff assigned through setting clear work objectives, use of timely performance reviews and feedback, regular communication, and solving interpersonal or technical conflicts; monitor changes in workload in order to ensure equitable distribution of work to maintain optimal efficiency and output as well as job satisfaction; redistribute work when necessary; follow up on any deviations in work output;
Promote a culture of ethical behavior and integrity in accordance with the Organization’s Code of Ethical Principles and Conduct in order to ensure a culture of respect, responsibility, accountability, and compliance;
Develop, define and establish the objectives, strategy, Biennial Work plan (BWP) and budget of the Office, in collaboration with the PWR; administer, allocate and monitor the financial, logistical and staff resources; prepare, and justify the program and budget proposals; ensure the timely monitoring, reporting and evaluation of results and accomplishments; report to the Governing Bodies and other oversight committees and agencies as required;
Perform other related duties, as assigned.
REQUIRED QUALIFICATIONS
Education:
Essential: A bachelor’s degree in a health or social science and a master’s degree in public health, political science, health administration, international relations or a field related to international public health policy development, from a recognized university.

Experience:
Essential: Thirteen years of combined national and international progressively responsible experience in the fields of public health, international relations and the management of programs and projects within the public health sector, including supervisory experience.

Technical Expertise:
Technical: Extensive progressive expertise at a senior decision-making level, in particular in managing complex public health programs/health systems at both national and international levels. Managerial: Extensive expertise in senior, progressively responsible positions in the management of a large public or private administration of administrative and technical matters requiring sensitive negotiation and high-level interventions. Demonstrated ability to provide professional strategic leadership, organizational, managerial and analytic work in health; resourcefulness, initiative, highly developed judgment and interpersonal skills to deal with difficult situations, sensitive issues, establish and maintain effective working relations with people of different professional levels, discipline, nationalities, and cultural background. Strong skills in diplomacy and political acumen.
Administrative: Skills in the creation and integration of administrative procedures for the delivery of highest quality results from teams, as well as experience in resource mobilization (including fundraising and partner collaboration) and familiarity with financial management, with the delivery of expected outcomes.
Languages:
Very good knowledge of Spanish or English with a working knowledge of the other language. Knowledge of French and/or Portuguese would be an asset.
IT Skills:
Demonstrated ability to effectively use current technology and software, spreadsheets and presentations, as well as Enterprise Resource Planning (ERP) and management information systems. Knowledge of software programs such as Microsoft Excel, Outlook, OneDrive, PowerPoint, Teams, SharePoint, and Word are considered essential. Other IT skills and knowledge of software programs for Statistical Analysis, Data Visualization and Project Management would be an asset.
REMUNERATION
Annual Salary: (Net of taxes)
USD $92,731.00 + post adjustment
Post Adjustment: 58.8% of the above figure(s).  This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
