I. CONTEXT

WFP’s mission is to help the world achieve Zero Hunger in our lifetime. Every day, WFP works around the world to ensure that no child goes to bed hungry and that the poorest and most vulnerable, especially women and children, can access the nutritious food they need. need.

II. POSITION OBJECTIVES

The Central African Republic (CAR) is experiencing one of the most acute humanitarian crises in the world. The country has been hit by successive coups and waves of conflict, culminating in the 2013 crisis with unprecedented levels of violence that continue to grip the country. As a result, hundreds of thousands of people remain displaced and face acute food insecurity. Nationwide, there are approximately 700,000 internally displaced people. According to the May 2023 IPC, a total of 1.7 million people (or 41% of the population of 6.1 million) are in a situation of significant acute food insecurity.

 

The United Nations World Food Program (WFP) has been implementing a Country Strategic Plan since March 2023 through which it provides humanitarian food aid to the most vulnerable people affected by the crisis, mainly through general food distributions, interventions prevention and treatment, school-based interventions and building resilience through in-kind food transfers, cash transfers and capacity building.

 

The WFP country office in the Central African Republic has developed a monitoring, evaluation, accountability and learning (MEAL) plan which is intended to strengthen the existing monitoring and evaluation system so that it becomes a support tool decision-making sensitive to the local context and the needs of affected populations while demonstrating the effects of WFP interventions.

While continuing to meet business requirements (accountability and performance management), the strategy aims to strengthen the capacity of the M&E (Monitoring & Evaluation) system to generate quality information to improve program quality by focusing on the needs of affected populations and producing evidence on improving food security.

It is in this context that the WFP RCA is recruiting a Monitoring Assistant to support the implementation of its monitoring and evaluation strategy.

III. RESPONSIBILITIES (non-exhaustive list): 

In carrying out his/her duties, the post holder will:   

  1. Check planned movements and distributions of food or non-food items and communicate problems or deviations to the line manager, in order to find a solution quickly and ensure that the quantity distributed and distribution operations are compliant to WFP standards.
  2. Manage information files and tracking plan documents, such as commodity movement records and program checklists, to help deliver and distribute food and non-food items efficiently.
  3. Consolidate assistance program data in accordance with clear guidance to facilitate program review and informed decision-making.
  4. Liaise with cooperating partners and colleagues to obtain feedback and observations that can be used to facilitate program reviews and improve services.
  5. Receive and consolidate observations and feedback from cooperating partners and beneficiaries in order to detect potential problems and support efficient operations.
  6. Provide cooperating partners with guidance on operational practices as well as WFP monitoring tools and methods to help them carry out self-monitoring tasks and contribute to making WFP visible in intervention areas.
  7. Prepare mission reports to describe program implementation.
  8. Apply the processes and procedures that have been defined for the provision of emergency food assistance.

IV. REQUIRED QUALIFICATIONS AND EXPERIENCE:

IV.1 Education :

Have at least a high school diploma .

IV.2 Experience :

  1. Have at least four years (04) of experience in analyzing data on products and direct effects.
  2. General knowledge of WFP monitoring and evaluation systems and standards is considered an asset.

IV.3 Languages:

Mastery of the French language, level C skills (A=basic, B=intermediate, C=professional);

Written and spoken knowledge of English will be an added advantage.
