JOB PURPOSE:
Under the supervision of the Head of Programme, and technical guidance from WFP MSD Engineer Unit, the Programme Associate (Engineering and Asset Creation) providing support and technical analysis in engineering and asset creation activities, overseeing and reviewing construction services and various projects across the country based on specific timelines and action plans, managing relationships with various vendors, as well as contributing to the cost-effective and timely delivery of agreed-upon results for each project.

B. ACCOUNTABILITIES/RESPONSIBILITIES (not all-inclusive, nor exhaustive):

Contribute to the implementation of WFP Policies, standards, norms and practices ensuring compliance with wider WFP procedures, guidelines and operations.
Provide construction and project management services, apply engineering best practices, standards and innovative technologies that comply with WFP standards and processes.
Contribute towards the analysis of project proposal to enable effective decision making on project technical feasibility
Support in the collation of data and contribute to preparation of accurate and timely reporting on outputs to facilitate informed decision-making and consistency of information presented to the stakeholders.
Coordinate, monitor and process administrative actions related to procurement, finance, human resources, etc., including contracts with external vendors, to ensure all data is accurately and timely recorded, processed in WFP corporate systems and any operational issues addressed; and provide technical guidance to support a successful construction procurement process.
Provide support in technical design or review, exchange of knowledge and experience, keeping abreast of construction and engineering technologies to facilitate implementation of innovative engineering solutions.
Support the capacity building of staff to facilitate continued development and high performance.
Support in technical feasibility studies, conduct engineering site assessments of WFP facilities, and develop remedial plans to ensure suitability to operational purposes, safety, and efficiency of structures and equipment in line with WFP policies, criteria and standards.
Support in the preparation of site assessment reports, BOQs and schematic drawings, and establish and maintain partnerships with internal and external clients to effectively meet clients’ expectations.
Oversee and review all construction works at sites to ensure compliance with specifications and approved drawings, including managing Quality Assurance and Control procedures, and management of risks at construction projects.

Have a minimum of six years of experience working with an engineering team especially in construction site supervision.
Has contributed to the technical design of small and mid-size construction projects.
Has provided coaching or training to new staff members within area of expertise.

STANDARD MINIMUM ACADEMIC QUALIFICATIONS:

Education: Completion of secondary school education. A post-secondary certificate in civil engineering or Architecture (Diploma).

 

Language: Fluency (level C) in English language.
