CONTEXT AND JUSTIFICATION OF THE POSITION:
The integration of considerations of protection, accountability (AAP) and inclusion of gender and disability remain one of WFP’s main commitments to improve the quality of programs.
The WFP country office in Guinea is opening this position which will support the integration of protection, accountability, gender and disability inclusion considerations by teams in the field, in order to ensure compliance with the “Do no harm” principle and that the affected population receives food aid in a safe and dignified manner. The Protection and AAP manager must also ensure that communities are heard and systematically consulted by the program teams.
OBJECTIVE :
Based in Conakry with regular missions in the different sub-offices and on distribution sites, he or she will work in close collaboration with the different sub-office units as well as the units (emergencies/CBT, resilience, school feeding , nutrition, security, RAM…etc.) of the country office and implementing partners.
RESPONSABILITES / OBLIGATIONS :
The Protection, Accountability, Gender and Inclusion Officer has a position of advising colleagues in the program.
MAIN DUTIES AND RESPONSIBILITIES (indicative and non-exhaustive list):
The incumbent will work under the supervision of the Program Manager, but also in close collaboration with all WFP functional units, including the head of the CFM (complaint feedback mechanism) for the implementation of a CFM. functional. He/She will have the following responsibilities:
- Contribute to or conduct a gender analysis in order to understand the challenges related to food insecurity and malnutrition from a gender perspective and to understand the dynamics within households, communities with regard to decision-making processes in order to define intervention methods taking into account the specific needs and strategic interests of men, women, boys and girls;
- Ensure that the evaluation of programs according to program cycles takes into account the specific needs of boys; girls, adolescent girls, men and women;
- Organize or participate in field missions to conduct assessments on issues related to gender and protection, accountability and inclusion through consultations with partners, authorities, beneficiaries and communities in order to produce an analysis understandable and detailed risks related to gender and protection in the areas covered by WFP activities;
- Ensure the effective implementation of the policy related to protection and accountability towards affected populations (AAP) including through a feedback and complaints mechanism (CFM);
- Ensure the integration of issues related to gender, protection and inclusion of disability in tools and programs including data collection tools, evaluation, targeting, reporting while ensuring confidentiality;
- Ensure the application of the principle of “Do no harm”, PSEA, GBV, and AAP in the different phases and components of the CSP Country Office Strategic Plan in its implementation;
- Organize training and awareness-raising for WFP staff and implementing partners on issues related to gender and the centrality of protection in accordance with humanitarian principles and WFP policies, including hotline operators;
- Write reports on Protection, AAP, gender and inclusion activities which can be reflected in sitreps (Situation Reports) and other monthly and annual reports;
- Provide guidance and advice on how to deal with protection cases, including cases of sexual exploitation and abuse, including to hotline operators;
- Based on the results of gender and disability protection and inclusion assessments, provide an overview of barriers to access to CFM and solutions to facilitate access for marginalized groups;
- Provide comments and feedback on the monthly report, donor reports and other CFM-related reports;
- Respond to protection cases transmitted by focal points or to the CFM Manager.
Deliverables at the end of the contract:
- Integration of protection, accountability, gender and disability inclusion into the activities, procedures and processes of WFP and implementing partners.
- Better knowledge of WFP protection policies and accountability within teams.

REQUIRED QUALIFICATIONS AND EXPERIENCE :
Formation: | Bachelor degree. An advanced degree in social sciences, human rights or another related functional field is desirable; | |

At least 6 years of experience in the field of protection mainstreaming, including previous experience in a humanitarian non-governmental organization is required.
