    Purpose of the Post:

    In the context of the WHO Health Emergencies Program/Incident Management System (IMS), at the country level, the incumbent will manage the WHO’s response team and supervises all functional areas at the subnational level, this includes providing technical guidance, manage the efficient and effective adaptation, implementation, monitoring and evaluation of health operations, strategies and work plans for WHO’s incident management system, ensuring visibility of the technical and operational leadership role of WHO.

    Objectives of the Programme and of the immediate unit or field activity (Overview of the programme):

    The mission of WHO’s Health Emergencies Programme (The Programme) is to help countries, and to coordinator international action, to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies

    Organizational Context (Describe the work environment; the role of the individual within the team – team member, specialist, adviser, facilitator, coordinator/manager, representative, expert, authority in the field, etc.; available guidelines and degree of independence in decision making; and nature and purpose of contact within and outside the Organization):

    In the country of assignment, based on priorities set by the WHO Head of Country Office and the Incident Manager, and working closely with counterparts at the respective regional office and HQ, the incumbent will act as the Team lead for incident management system at the subnational level. S/he will work closely with WHO Incident Management team at the subnational and country level, the health authorities, other UN agencies and health partners, to provide technical advice and support the implementation of emergency prevention, preparedness, response and recovery work plans. The incumbent will contribute in the capacity strengthening for needs and risks identification and assessments, strategic development, planning and programme 2 management, decision making and operations management, for improved service delivery. S/He will work in close collaboration with the relevant central, regional or provincial level Ministry of Health (MOH) and other competent authorities and health partners, as well as non-health actors, to steer priorities for the health response. The incumbent will manage the field support team.

     

    Summary of Assigned Duties (Describe what the incumbent has to do to achieve main objectives; include main achievements expected):

    Under the overall guidance of the WHO Country Representative and direct supervision of the Operations officer, the incumbent supports the WHO Country Representative in ensuring efficient and effective management of the WHO Country Office. Specifically, the incumbent will:

    1.       Manage operational planning and implementation of WHO’s incident management system at the field level, coordinate the technical, normative, and operational inputs, in cooperation with district team members, ensuring fulfilment of WHO’s critical functions.

    2.       Inform, and monitor strategic decision making, planning and implementation through the health sector/cluster response in support of national and local health authorities’ identified priorities.

    3.       Support the systematic and regular identification and monitoring of health risks and needs and the planning and implementation of the most effective prevention, control and response measures. This includes the dissemination of risk communication messages, the strengthening of early warning and surveillance systems, the delivery of quality health services and the undertaking of operational and scientific research to improve interventions as needed in response to affected populations, at the district level.

    4.       Co-develop and co-implement a relevant monitoring, evaluation, accountability and learning processes. Guide the WHO’s field support team on a continued self-assessment and reflection on planning, budgeting, operational service delivery.

    5.       Make recommendations on WHO response staffing needs; liaise with WHO country office to ensure timely mobilization of the required human resources.

    6.       Provide the Security Officer, on daily basis, with an updated list of staff, consultants, partners and dependents present at the respective field locations.

    7.      Provide the WHO country office with briefings, situation reports and event management information; to enable the overall continuous monitoring and planning process would feed into WHO’s communication and advocacy products, situation reports, etc. Bring issues and concerns to the attention of the Incident Manager with a recommended course-of action.

    8.       Contribute to building the national capacity through need identification, development, operationalization and implementation of a capacity-building and training plan.

    9.       Conduct regular and frequent coordination meetings with all States health and other sectors’ partners, convene internal meetings to monitor and evaluate programme implementation, district work plans, facilitation of resource mobilization, prioritization, accountability of all stakeholders and effective decision-making.

    10.     Engage with other relevant local authorities and civil society to facilitate and ensure the smooth implementation of the agreed strategy.

    11.     Perform any other incident-specific related duties, as required by the functional supervisor(such as resource mobilization and advocacy).

    Education (Qualifications):

    Essential: An advanced university degree (Master’s level or above) in public health, management or public administration or related field from an accredited/recognized institute.

    Desirable:  Medical degree. Specialized training in emergency incident management; specific training in humanitarian response.

    Experience:

    Essential:  At least seven (7) years’ relevant experience, at the national and international levels, in planning, implementing, monitoring and evaluation of emergency incident management and response programmes. Considerable experience in managing teams, budgets and resources including developing and promoting collaborative actions with national authorities.

    Desirable: Prior humanitarian working experience at field level with WHO, other UN agencies, health cluster partners or an   international nongovernmental or recognized humanitarian organizations with expertise in disaster and outbreak response.

    Demonstrated experience working with subnational health authorities (province, region, and/or district) at the country level.

    Other Skills (e.g. IT):

    Essential: Demonstrated knowledge of Microsoft Office applications including MS Word, Excel, and PowerPoint.

    Desirable: Knowledge of automated planning tools would be an asset.

    Functional Skills and Knowledge:

    •        Sound knowledge in planning, management, monitoring and evaluation of health

    •        programmes, including budgeting and resource management.

    •        Proven skills in working with partners and strengthening their technical, management and operational capacity within the incident management system.

    •        Demonstrated skills in strategic planning, organization and guiding actors and groups towards agreed goals.

    •        Ability to take the perspective of a national partner to support their needs and challenges.

    •        Demonstrated ability to produce results, while respecting WHO’s professional, ethical and legal framework
