Duties and Responsibilities
  • Ensure efficient operation of the ICT system and use of management tools;
  • Manage office equipment, software and logistical issues;
  • Capacity building and knowledge sharing activities. >

1. Ensure efficient operation of the ICT system and use of management tools by focusing on achieving the following results:

   • Participates in the development and execution of the Office’s annual information plan and usual operating procedures in ICT services; 
• Develop short and long term IT strategies in collaboration with the technical staff of the Country Office to improve (i) the efficiency of work procedures (ii) systematic management (iii) the efficient use of information from experiences and expertise; 
• Ensures effective management of information systems in place within the Office and develops procedures for maintenance, security and reliability of Office data; 
• Advises and works in close collaboration with the Purchasing section for any acquisition of IT and communication equipment; 
• Ensures, in close collaboration with projects, that UNDP rules and procedures regarding the use of communication equipment are respected; 
• Ensures mail automation (e-document).
2. Manage computer hardware, office equipment, software, as well as logistical issues by focusing on the following results
   • Ensures the operational and organizational functioning of computer applications and telecommunications systems; 
• Ensures the maintenance of the Office’s servers and all computer equipment as well as the periodic updating of all software; 
• Plans the acquisition of equipment and ensures their introduction, installation and maintenance; 
• Assists the Office in establishing procedures and an internal organization that will allow it to resolve routine problems relating to the use of computer tools and communication equipment; 
• Maintains the inventory of all IT (hardware and software) and communications equipment 
• Supervises the implementation of UNDP’s internal (Corporate) systems; 
• Ensures IT system security and monitoring of IT resources to ensure a stable and responsive technical environment; 
• Ensures the prevention, detection and elimination of viruses for all Office computer systems and the updating of virus detection and elimination software; 
• Ensures the establishment, monitoring and regular maintenance of the Office’s local network in order to guarantee access to resources and the availability of internet access services: monitoring of local network (LAN) systems and their connection to the wide area network (WAN); 
• Provides answers to users’ questions and needs regarding access to the network and provides the necessary support to staff for the use of network resources; 
• Ensures monitoring of data backup and restoration procedures for local servers and disks as well as backups outside the office; 
• Ensures maintenance of a log of reported issues and corrective actions taken. 
• Act as focal point for office logistics matters
• Interact with logisticians from the Country office and Eastern local presences
3. Capacity building and knowledge sharing activities:
   • Introduce the modern concept of knowledge management and participate in the development of the training plan to raise the level of colleagues in this area; 
• Maintain staff training profiles and coordination/conduct of specific training in relation to user needs; 
• Synthesize lessons learned and best practices in the management of Information and Communication Technologies; 
• Participate in knowledge sharing networks.

Required Skills and Experience
Education:
  • Secondary school diploma and technical training in computer science, systems analysis or related sciences; 

Bachelor’s degree with 4 years of relevant experience will be duly considered

  • Microsoft (MCP) and CISCO (CCNA) certifications are required. If these certifications are not yet done at the time of recruitment, they should be done within 6 months after recruitment >
Experience:
  • Minimum seven (7) years of experience (or 4 years for holders of a bachelor’s degree) in the field of Information Technology and Communication, including network administration, management of hardware and software.
  • Fluency in written and spoken French
