Background:
UNICEF supports strengthening the resilience of communities in the face of emergencies and the climate crisis through the implementation of projects for emergency preparedness and prevention at the community level. Starting in 2023 and for 4 years, UNICEF, in association with local actors, will be developing the Resilient Communities (COMRES) program, aimed at improving the capacities of rural communities and community, municipal and regional structures for prevention and preparedness in emergencies. .

The program proposes two great results:

1. Improving the preparedness and response capacity of local communities to disaster risk, focusing on children, people with disabilities and other vulnerable groups, based on their needs, rights and capacities, and in women and young people as key actors.

2. Strengthening community early warning systems for the risk of catastrophes and the effects of climate change.

In the Monitoring and Evaluation component, the aim is to monitor the automated intervention supervision platform, with monthly reports from all execution agents to monitor programmatic supervision indicators.

Objective of the consultancy: Coordinate the actions of the Monitoring and Evaluation component, from an integrative perspective with other areas of the program, with an inclusive, gender and intergenerational approach, in the territory, ensuring the scope and quality of the expected results.

Tasks
– Prepare a work plan based on the scope projected in the program document, in coordination with the UNICEF Monitoring and Evaluation specialist for the consultancy period.
– Guarantee the timely reporting of information to the program’s reporting and monitoring platform, from all agents involved in it.
– Coordinate and support the preparation and issuance of progress reports from all areas and dimensions of the intervention that are the subject of monitoring, in the agreed format, and with information disaggregated by age, sex, ethnicity, disability.
– Follow up and supervise the quality of the activities implemented in 20 rural intervention communities on the Caribbean Coast of Nicaragua: (Alamikangban, Tasbapaunie, Wasakin, Mukusawas, Puerto Cabezas, Haulover, Wawabar, Francia Sirpi, Waspam, Koom, Kisalaya, Rama Cay, El Bluff, Karawala, Orinoco, Monkey Point, Indian River, Punta de Aguila, Greytown, Corn Rive).
– Other tasks assigned by the UNICEF M&E specialist

Expected Products
1. Work plan for the consultancy period, with schedule of activities, received to the satisfaction of UNICEF
2. Progress reports received to the satisfaction of UNICEF, indicating:
a. Activities developed, with their achievements, difficulties, and remedial actions
b. Report on the behavior of the program indicators
c. Statistics on direct and indirect beneficiaries
3. Monitoring platform permanently updated.

Special instructions:

1. To carry out this contract it is essential to reside in Nicaragua. The contract does not include travel expenses to travel to other regions of the country.

2. Field visits

• Field visits are planned for the development of this consultancy within the RACCN and RACCS: 20 intervention communities (Alamikangban, Tasbapaunie, Wasakin, Mukusawas, Puerto Cabezas, Haulover, Wawabar, France Sirpi, Waspam, Koom, Kisalaya, Rama Cay, El Bluff, Karawala, Orinoco, Monkey Point, Indian River, Punta de Aguila, Greytown, Corn Rive).
– A visit every two months to 10 communities
• The costs of mobilization and field visits must be included in the economic proposal.
• The consultant must be in charge of organizing their own trip (air tickets or bus tickets) and carrying out all the necessary arrangements to guarantee their stay in the region.

3. Office space and equipment: The consultant must have his or her own space, office equipment, work materials and administrative services to carry out his or her duties. UNICEF may allocate, if necessary, a work space in Managua or in its office in Bilwi.

4. Insurance: The consultant will acquire his/her own insurance policies to support medical expenses and personal accidents that cover these eventualities for the duration of this contract and valid in Nicaragua. UNICEF does not assume responsibility for any accident that the consultant may suffer, since this contract does not imply an employer relationship of any kind. You must present an updated Covid19 vaccine card.

5. Delivery of products and/or reports: The consultant will deliver the agreed products and reports in universally acceptable language in electronic format by mail. The costs of issuing and delivering these products/reports will be borne by the consultant. The products will be delivered in accordance with the schedule established and agreed between the parties.

6. Reservation of property rights: All documents, materials or products of this consultancy are the property of UNICEF and may not be used by third parties without authorization.

7. Penalty for non-compliance: The Contractor undertakes to deliver all the products indicated in the terms of reference within the agreed period. In the event that the Contractor does not comply with the expected products on the dates defined in the contract, a penalty clause in the contract will be complied with.

Selection and remuneration process:

The selection will be carried out through a competitive contest of the technical and economic proposals received. The technical and economic evaluation criteria:
Professional training: 20%
Work experience relevant to consulting: 40%
Technical proposal: 20%
Economic proposal: 20%

The technical proposal must be accompanied by:
1. Evidence of knowledge or previous work related to the Terms of Reference
2. Methodological that details the information required for the development of the consulting products.

Detailed economic proposal in córdobas -all included- detailed by item:
1. Professional fees
2. Mobilization costs – trips to the countryside, details of each trip: (transport, travel expenses)
i. A visit every two months to 10 communities
3. Operational costs: teaching materials (if applicable), production of materials, etc.
4. Insurance

Remuneration: Payments will be divided as follows:
– 20% Initial payment with prior acceptance by UNICEF of the work plan with schedule of activities.
– 25% Progress reports received to the satisfaction of UNICEF, indicating: activities developed, achievements, difficulties and remedial actions; report on the behavior of the program indicators and statistics on direct and indirect beneficiaries.
– 25% Monitoring platform update report.
– 30% Final report, against acceptance by UNICEF where progress on the requested products is presented according to terms of reference.

Requirements to participate:

Qualification and Professional Experience Required:

Education:
– Bachelor’s degree from a recognized university in the fields of social sciences, statistics or related fields.
– An advantage is: Master’s degree in sociology, planning, monitoring and evaluation of projects or related careers.

Language:
1. Spanish: Complete (Excellent writing, reading and speaking)
2. English: Easy reading and understanding
3. Knowledge of any of the languages ​​of the Caribbean Coast is an advantage

Experience:
1. Experience in management of development projects and/or emergency preparedness and response, including planning, follow-up and monitoring functions of actions on the ground.
2. Experience in monitoring systems for complex programs with intersectoral articulation, achieving participation, consensus and intersectoral agreements around education.
3. It is an advantage to have proven experience working in the Autonomous Regions of the Caribbean Coast (North and South).
