OVERVIEW OF THE FUNCTIONS OF THE POST
The UNESCO Office in Mexico, at the request of the Secretariat of Education of Guanajuato (SEG), will provide technical assistance to this agency to design and support the implementation of the “Educational Innovation Laboratory for the Development of Public Policies.” The Innovation Laboratory project seeks to address the most pressing educational needs identified by the SEG in the post-pandemic period, coordinating actions around the priorities of the Social Pact for Education, taking advantage of the innovation capabilities that exist in the institutions of the entity and documenting the findings generated in the projects, in order to disseminate good practices that promote the right to education in a context of local and global transformations, and allow policy decision makers to respond with relevance and relevance. educational.
During the period covered by the collaboration agreement, the SEG will be advised and accompanied to co-coordinate the Innovation Laboratory, among other activities, through the construction of the bases of operation and participation of the parties interested in contributing innovations and research, offering them support and advice to better pay for the educational priorities of the Social Pact for Education, assess the progress and deficiencies in key educational policies, document successful experiences, disseminate them on digital platforms and events organized for this purpose, as well as present the results of the Laboratory before the authorities responsible for implementing educational policies in the entity.
The Laboratory is structured in a way that allows moving from a design and implementation stage to one of consolidation of the innovation and improvement mechanism. The construction and operation of the project is based on the idea that the Laboratory must be sustainable over time and serve other government administrations, even if the educational authorities could change in the following years. This will mean building scenarios to strengthen their institutionalization and future transfer.
The work strategy deals with three fundamental tasks: linking the public sector with the academic sector, dissemination of relevant findings on educational issues and formation of institutional capacities that will materialize in some of the following activities: •
Diagnoses on the state of education in the entity, at its different levels, modalities and types of services.
• Prospective analysis of the entity’s trends and priorities in educational matters.
• Forums, seminars, conferences and other types of meetings and exchanges of experiences between specialists, students, teachers and educational researchers.
• Training and training actions to strengthen capacities among the actors who promote the improvement of education in Guanajuato.
• Evaluations of specific educational actions or programs developed in the entity.
• Construction of public-private alliances for the implementation of innovations and alternatives that improve educational quality, inclusion and equity.
• Documentation and systematization of good educational practices, formal and informal, carried out in the entity.
Long Description
General objective of the consultancy
• The consultants must support the UNESCO Office in Mexico in the tasks of advising, accompanying, providing follow-up and technical assistance to the educational authorities and institutions that implement the Educational Innovation Laboratory for the Development of Public Policies in Guanajuato.
Consulting activities
1. Support the UNESCO Office in Mexico in the co-design and co-coordination of the actions and initiatives carried out together with the Secretariat of Education of Guanajuato within the framework of the Innovation Laboratory Education for the Development of Public Policies.
2. Provide technical advice, support and accompaniment, in person and remotely, to the institutions and work networks in charge of carrying out the tasks and initiatives of the Educational Innovation Laboratory.
3. Monitor, follow up and document the productions, progress and contributions of the Educational Innovation Laboratory to the policy priorities of the Secretariat of Education of Guanajuato and the goals of the 2030 Agenda.
4. Support the publication and dissemination of the products of the Laboratory. Educational Innovation Laboratory on digital platforms and in-person events that are carried out to publicize and promote the initiatives that are generated.
Obligations of the consultant:
a. Maintain fluid and constant communication with the coordination of the UNESCO Office in Mexico.
b. Carry out support actions, technical advice, accompaniment and monitoring, in person and online, for the development of the activities of the Educational Innovation Laboratory.
c. Make clarifications and/or extensions or provide additional information that the coordination deems necessary to comply with the agreed products and activities;
d. Grant UNESCO copyright, patents and any other intellectual property rights, in cases where these rights apply to the works and documents produced by the consultants within the financed contracts.

Deliverable products in accordance with:
1. Documents in Word file with the planning of technical advisory activities, accompaniment and support for the implementation of the Educational Innovation Laboratory for the Development of Public Policies.
2. Monthly report of the actions carried out in support of the UNESCO Office in Mexico and the Secretariat of Education of Guanajuato.
3. Documents, resources and materials published on the Innovation Laboratory platform that UNESCO and the SEG determine as part of the collaboration products.
COMPETENCES (Core / Managerial)
REQUIRED QUALIFICATIONS
Consultant profile:
Education: Specialists with a university degree in Pedagogy, Educational Sciences, Teaching, Psychology, Social Sciences and/or Anthropology.
Experience: 5 years of verifiable experience in the educational sector; preferably in activities related to the design and implementation of educational policies, research, innovation and advice to technical and academic teams.
Capacities:
• Skills to offer technical advice, accompaniment and support to the design, implementation and evaluation of educational policies.
• Skills for the development of research and innovation projects.
• Teamwork skills.
• Efficient management of Information and Communication Technologies.
