Job Description

The Protection and Rule of Law Officer will be responsible for identifying opportunities to improve the IRC’s response to the needs presented in program management. She will oversee programmatic and protection activities and ensure an integrated approach to the various programs aimed at the most vulnerable populations, to identify other partners, to identify potential programs/projects, and to represent the IRC before local/departmental actors.

The Protection and Rule of Law Officer will supervise the program staff assigned to him/her and coordinate with the IRC Grants area, as well as with coordinators and thematic managers, to ensure the effective execution of partner activities. , according to the approved projects and budgets, work and purchase plans, taking into account compliance with the rules and procedures of the IRC and different donors.

The Protection and Rule of Law Officer is responsible for designing, executing and evaluating strategies for the development of the protection component. She supports advisory, support and training tasks with organizations and institutions framed in protection policies and humanitarian principles.

Its main objective is to contribute to the analysis of the political, socioeconomic and humanitarian context, as well as to build and maintain a network of contacts in the priority areas of intervention and to support the implementation of identified humanitarian projects that aim to protect the populations of interest and /or limit its impact.

Main responsibilities:

  • Develop training strategies and development of skills on protection issues, safeguarding in CRI methodologies for Organizations and their staff, and other stakeholders within the comprehensive care of vulnerable people.
  • Support the identification of opportunities for growth, consolidation, and provision of services/programs that allow the IRC to improve its response to the population it serves in the project.
  • Conduct protection monitoring to identify protection needs, risks and solutions to inform IRC program interventions and consolidate protection reports.
  • Support in the development and monitoring of agreements with partners, in coordination with the corresponding internal units.
  • Support with compliance with the PEERS phases in the department in question.
  • Monitor and analyze the security, political, socioeconomic and humanitarian situation in the area of ​​​​competence and in the rest of the country, and contributes to reflection on the intervention strategy in priority areas.
  • Collect and share information to improve the IRC’s understanding of the environment and humanitarian trends and responses, with a focus on protection issues.
  • Identify humanitarian problems linked to the IRC strategy and propose possible interventions in line with the organization’s Mission strategy.
  • Participate and represent the IRC in strategic spaces, with the objective of positioning the organization and programming, generating additional spaces in which the different programs can socialize their actions and promote new alliances.
  • Develop technical documents and systematization of significant models and experiences on protection issues within the program.
  • Document lessons learned and best practices of the protection program’s technical assistance model, with the definition of new strategies.
  • Direct support activities to strengthen allied organizations and services on protection issues
  • Support the construction and design of contents, structures and technical plans according to the needs required in the communities.
  • Provide statistics, reports, ideas and in general updated, relevant and verified data and information when required by the programs and grants area when developing financing proposals and designing program implementation strategies.

Knowledge management.

  • Share with other sectors and programs reflections, significant for the comprehensive response and articulation between programs.
  • Implement and evaluate tools for collecting lessons learned.
  • Support the development of the field learning agenda – field teams.
  • Support strategies for exchanging experiences between program members, protection, partners and core team.
  • Ensure compliance with IRC ethics standards (IRC Way) by project staff.
  • Ensure the execution of internal and external processes and procedures, in accordance with organizational and donor guidelines.
  • Train civil society personnel and state and non-state legal agents on rights and protection standards.
  • Guiding documents.
  • Support the creation of guiding documents that describe the protection guidelines for program services .
  • Work together with the design team to develop services, programs and research.

Coordination and Representation

  • Represent the interests of the protection program and the IRC and support the relationship with strategic partners and allies hand in hand with protection management.
  • Regularly attend coordination meetings, articulation at the field level and other required ones according to their position.
  • Undertake/participate in liaison, coordination and information exchange activities with national NGOs, international organizations, donors and governments 
  • Ensure the positioning of IRC in the offices where the activities are carried out, guaranteeing the socialization and visibility actions necessary for these purposes.

Monitoring and evaluation

  • Feedback on technical reports.
  • Contribute to required measurements and data collection.
  • Data entry, updating and purification of information. 

Other Responsibilities

Other tasks, as assigned by the supervisor that contribute to the programmatic development of the IRC.

To whom this position reports: Protection Management

Qualifications

  • Professional law, Social Work, Sociology, Psychology, Pedagogy and/or related.
  • Minimum of 4 years of work experience in the management of humanitarian response projects, organizations in the humanitarian sector or in non-governmental organizations with functions in the protection area.
  • Previous experience in supervision, multidisciplinary teams, representation before local authorities and support for the design and implementation of projects, working with partners.
  • Experience in training and training processes.
  • Experience in community work and/or in vulnerable and intercultural environments.
  • Experience in international humanitarian and/or emergency organizations is desirable

Preferred experience and skills

  • Solid skills in project organization and management, budget administration, reporting, purchasing and contracting in humanitarian emergency contexts.
  • Excellent interpersonal and teamwork skills. 
  • Strong oral and written communication skills, effective in representing and liaising with external parties.
  • Ability to multitask, focus on results, meet goals on time and prioritize deliverables under pressure.
  • Solid leadership that allows remote supervision of teams in the field. 
  • Microsoft office management
  • Ability to train, supervise and facilitate other staff members in order to coordinate with the functions of the position
  • Demonstrated understanding and ability to maintain confidentiality and respect for clients and information provided by users.
  • Capacity for dialogue and coordination with community actors and other social and institutional organizations (strategic partners and allies).
  • Skills for managing administrative processes.
  • Ability to design methodological structures to implement training, systematization and technical assistance processes.
  • Positive and professional attitude, including the ability to lead and work well in a team environment. 
  • Strong ability to maintain composure, adapt to change, prioritize work under pressure and work in a difficult environment.
  • Driving mechanical or automatic vehicles, valid license.
  • Desirable: Intermediate level of the English language

Work environment:

Travel and other requirements: The position will be based in San Pedro Sula. You must be available and willing to travel to other territories.
