Duties and Responsibilities

The consultant will work under the supervision of the UN Women Gender and Economic Empowerment Program Specialist and the Program Officer, Strategic Planning at the Ministry of DDRR. As part of his work, the Consultant will collaborate with the communications officers of the Implementing Agencies and the UEPNDDRR.

A Technical Development Monitoring Committee composed of focal points from the DDRR Ministry, UEPNDDRR, MINUSCA, recipient agencies, the Donor, the United Nations Communication Group and other project stakeholders will be set up. place and will organize a scoping meeting during which the consultant will present the working methodology.

To successfully develop the project communications strategy, the consultant will interact closely with the project and communications team for additional guidance and input;

After having analyzed the communication and knowledge management strategy of UN Women, the communication of the United Nations system in the Central African Republic and the various Reintegration projects of ex-combatants, the consultant will identify the axes priorities of the project’s communication strategy, as well as the targets and priority activities to be implemented.

The results of this work will serve as a basis for the consultant to propose a consolidated document which will highlight:

  • An analysis of the traditional and digital communication of UN Women and the SNU in the Central African Republic;
  • Priorities in terms of communication, visibility and advocacy during the duration of the project;
  • The identified targets as well as the appropriate communication and advocacy channels, supports, means and tools;
  • A communication plan which will specify for each action the target audience, the type of message, the means to use, the budget, the calendar, the performance indicators, accompanied by a monitoring-evaluation mechanism;
  • A forecast budget for the implementation of the Communication strategy. 

It is expected from this consultation an innovative and global communication strategy to support the implementation of the activities of the  “  SEDOUTI” project – improvement of the security environment and consolidation of Peace through the community-based reintegration of Ex-combatants in Central African Republic  .”

More specifically, the consultant is expected to:

  • Communication objectives and results, actors, targets as well as appropriate channels, supports, means and tools;
  • A timeline of communication activities to be implemented during the duration of the project, as well as a forecast budget.

The following working tools will be made available to the consultant:

  • The project document “SEDOUTI – improvement of the security environment and consolidation of Peace through the community-based reintegration of Ex-combatants in the Central African Republic”;
  • The 2020-2025 Communication and Knowledge Management strategy of UN Women Central Africa.

DELIVERABLES

  • An inception report including a methodology validated by UN Women and the ministry in charge of DDRR;
  • The validated strategy document;
  • A final report of the mission including the validation workshop duly accepted by UN Women and the national party.

Required Skills and Experience

Education:

  • Diploma in communication or social sciences (minimum Master)

Experiences:

  • At least 5 years of proven experience in developing communication and advocacy strategies and plans;
  • Have a good knowledge of current issues in terms of communication for development, communication in the context of humanitarian challenges and crisis communication, etc. ;
  • Have a good knowledge of the challenges linked to the process of socio-economic reintegration of ex-combatants;
  • Have analytical skills to accept contributions and receive guidance from multiple sources and create the synthesis necessary to achieve concrete results;
  • Possess skills in communicating and working under pressure in a multicultural environment;
  • Have a high sense of responsibility, strong planning and organizational skills;
  • Have the ability to ensure ownership of multiple issues and produce measurable and consistent results;
  • Have excellent writing skills and a good knowledge of humanitarian and development issues and the socio-economic and cultural context in the Central African Republic;
  • Have a high sense of interpersonal relationships and communication;
  • Demonstrated knowledge of national practices, legislation and policies and instruments, including the protection of women’s rights;
  • Previous professional experience with development agencies or the United Nations would be considered an asset;
  • Proven abilities and experience to plan and undertake research, collect, analyze and interpret complex qualitative and quantitative data within a given time frame;
  • Be available to lead a long-term mission;

Language requirements:

  •  Mastery of the French language is necessary for the accomplishment of the mission
